Arable land is a precious natural resources for human survival, also the most importantmeans of production and livelihood security to rural residents, closely related to the dailylives of the people.But, with the urbanization process a large number of arable land isoccupied, abandoned arable land and arable land pollution.The quantity, quality of arableland resources are affected seriously. The fundamental reason is that people clearunderstanding of the value of arable land, tend to ignore the non-market value of arable land.Therefore, this article aims to explore a reasonable and effective, easy-to-arable non-marketvalue estimation method, evaluation of cultivated land non-market values comprehensiveand scientific,and apply the result of the evaluation to the policy decisions.This article take theoretical analysis of non-market value of arable land firstly,including the content and composition of the arable land of non-market values andtheoretical basis; Comparative and analysis the several ways of evaluating non-marketvalues, choice Contingent Valuation Method (CVM) as a research method finaly;By CVM,as Yanshi County of Henan Province for example, conducting questionnaire survey between250residents. Assumptions for the people of the county to esTab.lish arable non-marketvalues protection special fund,tend to research the awareness about the damaged status andthe non-market value of arable land,also tend to research the willingness to pay for it;finalyCalculate the non-market value of arable land in Yanshi County, through econometricmodel,analysis the influencing factors of whether willingness to pay and willingness to payfor the size of the non-market value of arable land.The research results are as follows:1) Yanshi County farmland non-market value of2,349,968,200yuan, the ecological value of1,058,820,800yuan,1,291,147,400yuan ofsocial value.The average willingness to pay of the Urban residents is238.83yuan/person year, and115.08yuan/person years of the rural residents;2) The analysis showed that ageand education level have a major impact of whether want to pay for arable non-marketvalues of urban residents, as the Gender and annual household income of rural residents.Theinfluencing factors of the willingness to pay for the size between urban and rural residentsare basically the same, mainly affected by the impact of annual household income andfeelings of arable land. On the basis of existing research,this article further enrich and improve the theoriesand methods of the assessment of non-market values of arable land. Assess the non-marketvalue of arable land Scientifically, providing a reference for local and other similar areas ofarable land non-market value assessment, also providing theoretical basis for thedevelopment of arable land protection policies.
