Research On The Problems And Countermeasures Of The New Rural Cooperative Medical Care System (Nrcmcs)

The NRCMCS is implemented focusing on achieving the harmonious anddevelopment of rural areas, ensuring the farmers’ basic level of medical services,maintaining social fairness and justice.This article focusing on the new socialistcountryside construction and its strategic height, based on the specific reality of theNRCMCS in Xiangtan city, analyzes the theoretical basis, basic content, essential featuresand the necessity of implement of the NRCMCS. Currently, though the NRCMCS ofXiangtan city have got some achievements such as the increasing number of participationand funding, the improving of the total use of integration fund, the increasing of thebenefits, the perfecting of Management mechanism, it still exists some problems, such asthe risk and imbalance of the funds use, the lack of recognition of farmers on theimportance and feasibility of the NRCMCS, the big difficulties on the participating fundraising of the NRCMCS in poor areas, the over-fast growing of In-hospital medicalexpenses in some counties and cities and the needs to be improved management ability.Some typical systems of Rural Medical Security System such as free health care, socialinsurance,community Cooperative Medical Insurance and commercial health insurancefrom aboard have great referential significance in the matters of bearing correspondingresponsibilities of the government, perfecting the guarantee of system and legal system,reforming and improving health care system and establishing and perfecting multi-levelcooperative health care system. We should establish and perfect financing mechanism,surveillance mechanism, public mechanism of information,risk early-warningmechanisms of NRCMCS, strengthen construction of the government responsibility in theconstruction of the NRCMCS, increase the investment on rural medical and health fieldsand enhance the development on fields like establishment of urban-rural integration of theNRCMCS and perfection on the NRCMCS, based on the reality of the NRCMCS inXiangtan city and learning from advanced experience from abroad.
