In contemporary China, small and medium-sized enterprises (SMEs) have become an important force in the national economy. Meanwhile, SMEs are the most innovative of all enterprises. However, with the in-depth development of economic globalization and the knowledge economy, there is still a considerable gap between China’s innovation capacity of SMEs and developed countries’. For example, there is not strong sense of innovation and short of innovation talents, what’s more the innovation investment only accounted for a small proportion of corporate income. Therefore, this article attempts to study the development of the innovation capacity of SMEs based on the background of intellectualization of global production networks.Firstly, this article defines the related concepts of small and medium-sized enterprises and the global production network, continuing with theory research; Secondly, study the development status of China’s innovation capacity of SMEs from a different dimension, finding existed deficiencies and reasons for them; Thirdly, investigate the interaction between the intellectualization of global production networks and the innovation capability of SMEs, and analyze opportunities and challenges for SMEs in China brought about by the development of global production networks; Finally, we learn from the advanced experience of the innovation capacity of SMEs in some countries, and put forward suggestions to promote the development of China’s innovation capacity of SMEs from multiple angles.
