At present, global warming and a series of serious problems caused by it, such as the melting ice,rising sea levels, frequent occurrence of extreme weather, deterioration of ecological environment have asignificant impact on the production and development of human society. The root of the "greenhouseeffect" is the increase of carbon dioxide and other greenhouse gas emissions. So, how to achievegreenhouse gas emission reduction has become a worldwide major concern.Studies have shown that, in addition to the direct emissions of greenhouse gases from energy andindustrial processes, such as fossil fuel burning and cement production, land use change also plays animportant role on the global atmospheric CO2concentration increased, its "contribution" is second only tothe burning of fossil fuels. Control of land use carbon emissions is extremely important. However, thecurrent study mostly focus on the regional land use carbon emission evaluation review in the past, and theresearches on specific control measures and land use planning which can reduce carbon emissions arescarce. Therefore, the study on low-carbon land use planning has an important significance and certaintheoretical innovation.This article based on the domestic and foreign research results and theory of the low-carbon economy,land use carbon emissions, land-use planning and other areas, blend the "low carbon" concept in thetraditional land-use planning, put forward the concept, content, framework content and preparation methodsof low-carbon land use planning, the main conclusions are as follows:(1) Adding analysis of land use carbon emissions to the land use present situation analysis. Usingcarbon emissions coefficient method quantitatively calculated and analyzed the land use carbon emissionsituation of the planning area, which can provides a basis for the establishment of low carbon planningobjectives.(2) Including the land use carbon emissions targets in the goals and tasks of planning, after thenecessity and feasibility analysis, formulated the reasonable carbon planning objectives based on the actualcarbon emissions situation of the planning area.(3) Optimizing the land use structure and spatial layout from the perspective of low carbon. Byconstructing two objective function: maximum economic benefit of land utilization and minimize carbon emissions, using the multi-objective programming model to optimize land use structure. Using land usezoning model, chose land use carbon intensity as the leading factor, to make the regional land spatial layout.Then evaluated the carbon emissions of the land use planning to verify whether the planning scheme meetthe target requirements.(4) Taking Xichuan county which is the "feeding water source" in the Middle Route Project of S-Nwater diversion as the study area, the paper have analyzed its current situation of carbon emissions, drawnup the low-carbon planning goal, optimized the land use structure and spatial layout in the view oflow-carbon, obtained the low-carbon the land use planning of Xichuan at last. At the same time, the paperputs forward the supporting measures of low-carbon land use planning for its implementation. Theevaluation results of the planning scheme showed that this plan not only done well on low-carbon planningobjectives, achieved the land use carbon emission reduction, but also realized the good economic efficiency,accorded with the purpose of low-carbon land use planning.
