The sustainable development of economy and energy has become a major problem which country all over the world must be face with in the process of economic development, a large number of greenhouse gas emissions has become the focus of attention all over the world, the Be kind to the environment, reducing carbon emissions has become the consensus of all the people of the world. Many scholars research on issues related to land use shows that, land use affects the intensity of carbon emissions, land use and low carbonization will have a profound impact on economic development.Low carbon economy has become an important path of China’s economic development mode, an important requirement is to build a resource-saving society, environment-friendly society and ecological civilization construction. Domestic and foreign scholars have lots of researches on the low carbon economy, including the related research and development mode, industrial layout, city pattern, land use patterns directly affect the regional carbon emission levels, reasonable land reason way to achieve practical low carbon emissions is a prerequisite for a low carbon economy, the land use and management measures of reasonable, control the scale of construction land can greatly reduce emissions and promote the development of low-carbon economy.On the basis of a comprehensive analysis of the low carbon economy and land use on the domestic and foreign theories, this article adoptsed the method of theory and empirical research, taked Hubei province Wuhan City as the research object, under the guidance of sustainable development theory, land use and related study on carbon emissions of reference, through field investigation, constructs4decision variables can reflect the actual situation of the project area, and used the method of grey forecast and grey multi-objective linear programming combined with the land use structure optimization under the guidance of the research on the development of low carbon economy target.The results showed:Under the target structure of land use planning, the comprehensive annual carbon emissions of Wuhan city is about200950tons, and in accordance with the optimal scenario, annual comprehensive carbon emissions is about199540tons,1410tons less than planning scenarios. In2020, Wuhan city overall planning for land utilization of carbon emissions will reach29407700tons, optimization of carbon accumulation scheme has reached29399000tons, in comparison, WuhanCity, the optimization of land use structure still has much room to further reduce carbon emissions. Based on the current planning objectives of further optimization, carbon emission reduction can be brought to the Wuhan land use have a positive effect.Through the study of this specific case, trying to provide reference for establishing a reasonable index system for Wuhan city future land use planning, with a view to promoting the development of regional land use.
