A Research On The Synergy Between Defense Economy And National Economy

Defense economy is related to national security. The construction of defense economy inour country can effectively safeguard national sovereignty and territorial integrity, be animportant guarantee that national development resources are not infringed, and also besecurity environment required by the socialism modernization in China and an importantguarantee for centennial revival of China. Defense economy is limited to the defense field byno means. China must handle the relationship between building a strong national defenseforce and the national economy. Firstly, defense economy accounted for the proportion of thenational economy should be maintained at what level, and secondly, how to achieve synergyto promote common development. Defense economy should be incorporated into the planningof the entire national economy, and government should better coordinate the construction ofthe defense economy and the national economy. This paper attempts to make some briefdiscussion to the ‘level’ and ‘relationship’.The first chapter introduces the main practical significance of this paper. Mainly basedon the end of the Cold War, the world political situation shows ‘a super and multi-polar trend’-in the dominance of the United States to pursue hegemonism and power politics, to curbpotential competitors, especially China. Our country also faces the Taiwan issue theincreasingly grim maritime rights and interests’ protection and other security issues; With thedevelopment of science and technology, sudden outbreak of information technology high-techlocal wars shows some characteristics, such as violent strength, large material consumptionand investment at wartime. Against these security issues and the characteristics of modernwarfare, synergy plays an important role in the defense economy and the national economicconstruction. In this chapter, the author elaborated theoretical system the of defense economy combined with a brief overview of the relationship between the two characteristics,innovation and inadequacies.The second chapter introduces the experiences and lessons of the defense economy ofdifferent modes. Firstly, the author introduced the lessons of the construction of defenseeconomy in former Soviet-in order to meet the expansion strategy of hegemony in the world,pursuit of the advantage on defense military power, surreal security needs and nationaleconomic ability. Defense economy has consumed a huge national resources, resulting in thedeformity of the national economy development and constraints on national defenseconstruction; then described the experience of the defense economy in USA and alwaysemphasized the positive effect of the defense economy to the national economy, co-ordinatethe relationship between the two based on national strategic height, and then achieved a greatsuccess.In chapter III, the author elaborated the inevitable trend of mutual promotion of theChinese defense economy and the national economy from two angles including the internaland external factors. While the author emphasize that the construction of Chinese defenseeconomy at any one time, any one case can not be slacked off, China should focus on theestablishment of effective convergence of the national economy, the rapid transformation ofdevelopment mode of the defense economy from these factors and characteristics, such as‘one superpower and many political pole’, the return of Taiwan, maritime rights and interestsprotection issues and modern information technology war, etc.In chapter IV, the author deeply excavated the mechanisms that collaboratively andjointly promote the development of the defense economy and the national economy from twofactors in China mainly including economic structure and the private economy, and expoundshow to achieve the harmonial development of the defense economy and the nationaleconomy. In chapter V, based on the attempt to explore the relationship between the defenseeconomy and the national economy, the author drew three conclusions and two problemsneeded to continue.
