On The Study Of Agriculture Information Construction In Huating County

Information is the most active factor in the social productivity and one of the most active factors inthe agricultural productivity. The development and application of agricultural information contribute toreducing the input of the agricultural production, increasing farmers’ income, improving the quality andmarket competitiveness of agricultural products, preventing the effects of natural disasters, speeding upthe logistics circulation of agricultural products, and actively guiding agricultural products, circulationand the rational consumption. At the same time, agricultural informatization is also the base ofconstructing of modern agriculture and promoting new rural construction.Currently, the agriculture of our country is in the transition from traditional agriculture to modernagriculture. Agricultural economic growth urgently needs for new impetus. So agricultural informationexactly meets the needs and becomes an important element in construction of modern agriculture. It willlead the development direction of modern agriculture in the next period. Because China’s agriculturalinformation construction started late, the overall level has the larger gap compared with developedcountries. In recent years, according to the central document No.1, our nation has promoted agriculturalinformatization from primary construction to developing in depth and breadth to raise the level ofagricultural informatization construction, further improve the technology content of agriculturalproduction, strengthen the agricultural infrastructure construction, accelerate the development of therural economy, and vigorously increase farmers’ income. Accelerating the agricultural informatizationwill be helpful for improving agricultural departments at all levels of management, service functionsrapidly. It is going to improve the efficiency of agriculture and the rural economy as well as the degreeof order, too. It will help to perfect agriculture socialization service system and transform theinformation technology of agriculture industry.At present, the development pace of agricultural informatization in Huating County is relativelyslow, largely affecting the farmers’ income and the competitiveness of agricultural products, whichrestricts the development of modernization of agriculture of Huating County. In this paper, on the basisof the theory of agricultural informationization foundation, through the analysis of current situation ofagriculture information at home and abroad, I summarize its successful experience. By the questionnaire,I sum up and analyze the agricultural information types to which the county farmers have access, waysand the problems in rural informatization process. The problem in the construction of agriculturalinformation is analyzed in detail.Through the investigation and analysis, the main reasons are the lack of agriculturalinformatization construction funds, the relatively backward agricultural information infrastructure, thelow popularity of agricultural informatization, the farmers’ dim consciousness of using the information,the low rate of modern agricultural production technology utilization, the low technology content ofagricultural production. The traditional production management and technology lead to the production islow and that the cost is too high. Information technology application in the agricultural technology extension is not obvious. The agricultural information service channels need to be widened. Practicalinformation resource is scattered, not enough accurate and perfect, even partial information updating isseriously lagging behind. Farmers’ consciousness to get agricultural information by themselves is notactive. Market demand information is not well-informed. The means of getting information is single,influencing the sales of agricultural products.The whole county does not have enough perfect workmechanism to develop agricultural informationization. Because of the lack of promoting thedevelopment of modern agriculture and agricultural informatization construction professionals, the teamof village messengers should be further developed and strengthened.Aiming at many problems and difficulties existing in the development of agricultural informationin Huating County, on the basis of domestic and foreign advanced experience and practice inagricultural information construction, I put forward many constructive opinions and suggestions,combining with the economic development of Huating county society and modern agriculturaldevelopment. The first thing is to increase government investment, integration of agriculture-relatedinformation resources, and establishing the county situation of various agricultural and agriculturalinformation system database. The second one is to build a remote agricultural consultation, agriculturalinformation inquiries, SMS interactive platform for interaction and other modern media. Third, theintroduction of advanced agricultural information technology to improve the efficiency and quality ofagricultural production. Fourth, establish and improve the agricultural information service networksystem, optimizing the working mechanism, the implementation of scientific management operations,reduce service costs of the use of information objects, strengthen information practicality andeffectiveness. Fifth, strengthen rural information service personnel, to improve the collection, screening,processing, handling, application, feedback operational capacity and service levels, and furtheraccelerate the pace of farmers to get rich, Huating County comprehensively promote the rapiddevelopment of modern agriculture.
