In our country, civil aviation is a kind of natural monopoly industry for a long time, due to the particularity and importance of the industry, from its emergence to now has been regulated by government and related departments. In recent years, with the continuous development of market economy in our country, the civil aviation market price system formation is dominated by the government, the reality is and to deviate from the market rule, how to make an industry gradually from the traditional JiangZiRan monopoly industry to weak monopoly industry and make its competitive characteristics will gradually become the key to future civil aviation enterprises to cope with the market rules. This article is precisely based on this background, through the qualitative analysis and quantitative analysis, questionnaire survey and other research methods, in-depth analysis about the present situation of civil aviation freight system, find out existing problems and shortcomings, and from two aspects of government regulation and enterprises independently regulate the put forward the corresponding solution measures, for the formation and regulation of the civil aviation market price system to provide theoretical reference.Study found that China’s civil aviation market price regulation method is single, the current way of price regulation is not flexible, lack of corresponding discriminating regulation measures, which makes prices failed to function; In addition, China’s civil aviation industry has a certain scale and competitiveness in the market of air passenger transport enterprise still is given priority to with wholly state-owned enterprises and state-owned enterprises, the emergence of this situation makes the passenger airlines regulation department and unable to coordinate the relationship between the processing enterprises, the problem of the enterprises is very serious; Although the civil aviation enterprises can from the customer, flight times and many aspects such as the time to formulate a system of multistage ticket price and measures, through a "a freight rate, a variety of discounts to win more benefits for the enterprise, but, still exist certain problems in details. To solve above problems, this article from the government regulation, social supervision, civil aviation enterprise independent pricing etc several aspects proposes the solution measures, first of all, the government’s macroeconomic regulation and control should ensure that scientific and reasonable civil aviation passenger transport price benchmark level, take effective measures to reduce costs, cancellation of civil aviation freight rate lower limit regulation; Second, social supervision should establish and improve the legal supervision as the core of the populace to supervise, consumers, hearing system and enterprise internal supervision such as multiple layers of social supervision system, strengthen the air passenger transport enterprise price behavior and market behavior other social supervision; Third, independent pricing of a civil aviation enterprise should from the civil aviation passenger ticket time, flying hours, flying factor, related documents, and other aspects detailed adjustments, make measures of multistage ticket price can be more scientific and more reasonable, while to meet passenger demand for civil aviation enterprise to bring more profit.
