Therefore, to increase farmers’ income is both a economic problems and a political question. However, the farmers’ income is low, slow growth, the income gap between urban and rural is increasing, the rural human resources level is low, these are the "bottleneck" in our present country economy development, which not only influences farmers’ living standard and life quality but also affects economic development and employment enlargement. So improve the rural population’s overall quality and increase the farmers’ income, is the essential starting point of the agriculture and the rural economic development, is the core of the "Three Rural" issues.In jingzhou city as an example, this paper based on the perspective of farmers’ income, the rural human resources development problems are studied, using the literature research method, empirical analysis method, the related basic theories on human resources development and agricultural development of jingzhou city, the situation of farmers’ income and rural human resources current situation was analyzed. This paper is divided into six main parts:The first part is the introduction part, mainly introduces the research background, research significance, research methods and research ideas of this article, and the research status at home and abroad, including overseas and domestic research status quo of rural human resources development review status of rural human resources development were reviewed.The second part mainly introduces the definition of rural human resources development, characteristic and model of human capital and economic growth theory.
