Human resources as a special resource, the most dynamic and flexible in the factors of production, therefore, help to improve human resources development to enhance the vitality and enthusiasm of the people, in the construction of a new socialist countryside with unlimited potential, since ancient times, China is a large agricultural country, the number of human resources in rural areas is huge, relatively low quality of the status quo has become a huge obstacle to building new socialist countryside, even restricting the development of the national economy as a whole. Rural human resources development for our country to develop high-quality new farmers to solve China’s "three rural" issues crucial to the realization of China to build a moderately prosperous society has important strategic significance.Therefore, a comprehensive and systematic study of human resource development in the contemporary rural China, efforts to explore a reasonable and effective development measures, not only is a major theoretical issues, and is an important practical problems. In this study, according to this thinking, the starting point for an effective solution to the development of human resources in rural areas in the new rural construction, to improve the overall quality of the rural labor force to promote the development of modern agriculture, combined with human resources in rural areas of Jingzhou City, the status quo and development problems in, pointed out that China’s rural human resources development, and actively explore ways to speed up China’s rural human resources development, combined with the actual situation of the feasibility of countermeasures to promote the stability of the rural human resources. This study around the theme of the development of rural human resources in the process of building new countryside, systematic exposition. Mainly composed of six parts.The first part is an introduction.
