America’s Energy Security Strategy And Its Reference For China

Energy is an important foundation of human survival and development and it isalso an important material guarantee for the economic development of all countries. Itis inseparable from national security and the formulation of the national strategy.Energy security concept is made by the Western countries after the first oil crisis inthe1970of the20th century. For their countries ’ different stages of development,major Western developed countries have developed a variety of developmentstrategies. It not only adapted to the economic development of countries, but alsoensured the country’s security.The energy security strategy of country is a significant strategic issue for eachcountry, in particular for the major powers, because energy resources are essential tohuman survival, economic development, social progress and national security. During the cold war, United States primarily controlled Middle East--the heart of the oil. After the cold war, United States devoted itself to controlling theworld energy markets, the energy pricing system and some important energy transportcorridors. Therefore China started brewing energy strategyuntil the1990s. The energy security strategy of China began to become clearer in1993. But in the21st century, due to the various changes of the world and the rapiddevelopment of national economy, China entered the important and strategic period.In such a big background, China’s energy security strategy is confronted with a new challenge in the first two decades of the21st century. Taking a panoramic view of thesituation, China in the new period of strategic opportunities faced with all kinds ofchallenges including the gap increasing between energy supply and demand increases,the high degree of energy dependence, the unconscionable energy structure, theenvironmental pollution, etc. These factors will threaten our country’s energy security,and to some extent it will affect China’s economic construction and national security.In view of the severe situation that the energy development of China is facedwith, the factor that the current world energy resources are limited and the complexsituation of the economic globalization and political multi-polarization of the world,we need to solve a series of problems. The main problems concerned in this case areas follows. Firstly, we should manage the growing demand for energy. Secondly, weneed establish China’s energy security system in order to ensure the supply of energy.Thirdly, we ought to efficiently use the energy resources to maintain the sustainableand healthy economic growth. Under the current international circumstance, ourcountry should base on the national conditions and implement right energy securitystrategy. And in order to being better cope with the challenge of global energy securitywe faced, how to draw lessons from the national energy security strategy of US is oneof the purposes of this paper.
