The state-owned investment companies play a very important role in our national economy and local economic development. As China’s market economy continues to improve and develop, as well as China’s state-owned assets management system has reformed, new requirements raised in the capital management of the state-owned investment companies. The existing theory in managing the state-owned investment company is too weak to enable us to illustrate it. The main purpose of the article is finding the appropriate operating strategy for the development of the state-owned investment company. To achieve this, the article select HT group company (a state-owned investment company in Qingdao) to conduct an empirical study. Through the analysis of the changing macro environment and industry competitive situation of HT, operating direction and basic capital strategy was proposed.Both of literature research and case studies are used in the article, combined with the author’s state-owned investment company work experience and deep personal experience. It succeed to the common managing problems of China’s state-owned investment company. Several strategic management tools are applied in this thesis, including PESTEL analysis, Michael Porter’s Five Forces Model, SWOT analysis model as well as The Balanced ScoreCard. The essay structure consists of four main parts, and in the first part the author proposes the issues of the company faced, including the the macro environment and industry competitive environment. Through the analysis it comes to the basis of for the corporate planning and capital management strategy; In the second part of the article, it analyzes the external environment of the HT group company, including the external opportunities and external threats. Depending on the analysis, then it proposes the group’s future business scope, at the same time also analyzed the group’s internal competitive environment, including the company’s internal competitive advantage and disadvantage, and accordingly put forward the strategies of the company’s basic operations, such as capital expansion strategy, human resources strategy and corporate culture strategy, etc; The fourth section of the article presents the company’s capital operation strategy and the control of implementation of the strategy. And finally through the Balanced Scorecard to control and evaluate the implementation of the enterprise strategy.
