The development of the iron and steel industry has a directimpact on the national economy, as it contributes to the national economy, italso consumes a lot of natural resources and energy and destroys theecological balance of environment. As the raw material (iron ore) used toproduce steel is non-renewable resources, it is necessary to abandon themode to achieve the sustainable development of the iron and steel industry,the cycle of economic thought possible to optimize existing operating mode.Circular economy theory practices as the core of the3R principle. If it isapplied in the iron and steel enterprises. It can maximize resource efficiencyand underutilize waste, so we can achieve the sustainable development of theiron and steel industry. In this text we select Scraped as the research object;its recycling is an important manifestation of the recycling economy.However whether the work of the collection of scrap resources and the use ofscrap resources is not good enough to affect the development of the iron andsteel circular economy.To begin this paper we outline the stages of the development of China’siron and steel industry, and point out that China’s steel has entered a stage ofrapid development, so the iron and steel enterprises require a lot of energyconsumption, However the work of China’s iron and steel enterprises energysaving is not good enough, The high ratio of iron to steel is a major factor, sowe cooperate and analysis of the United States, Japan and China’s scraputilization, to conclude that the high ratio of iron to steel is caused by thelack use of scraped. so it is to explain to the reason of the high energyconsumption of iron and steel enterprises ton of steel, so it points out thatChina need make more use of scrap resources; Then it overviews thedevelopment of the theoretical which is the basis of scrap recycling use(recycling economy) and its related concepts. it introduce the inevitabilityand the ways to develop circular economy in China’s iron and steelindustry.it points out that the scrap utilization is an effective way for thedevelopment of the iron and steel circular economy; Then it gives the definition of scrap resources, and categorizes the scrap according to thedifferent sources of scrap, so it achieves the steel the iron flow diagram ofthe life cycle. At last it gives the forecast of the amount of scrap resources. italso points the reason for sufficient scrap resources is China’s steelproduction has been on the rise, it points the significance of the scrap use tothe circular economy for the iron and steel enterprises. It establishes mode ofthe scrap utilization according to the standard material flow diagram of theproduction process in Iron and steel enterprises.it calculates the shares ofscrap material flow how impact on energy consumption and presents some ofthe concepts to evaluate the effect of the scrap recycling, and instance of thesteel mills do empirical analysis,it concludes that the production scrap ironand steel enterprises will increase energy consumption, and the use ofexternal scrap will reduce energy consumption; A last it analyzes themanagement of scrap resources, then points out that the iron and steelenterprises to improve management and update technology to reduce theproduction of scrap. Enterprises should expand the sources of scrap throughpreferential policies, and improve scrap processing technology to ensurescrap quality to promote the energy saving of steel enterprises.
