With economic development, as the third profit source, logistics get more attention fromthe government, the enterprises and the public. However, more enterprises pay attention toforward logistics, some problems such as resource shortage and environmental pollution havecome out, people begin to pay attention to the recovery and utilization of recyclable resources.Scrap lubricant, as the recyclable, environmental resource, plays an important part for thesustainable development of oil industry. Making best use of the scrap lubricant, It not onlysave energy and the raw materials, but the most importantly, but also reduce cost and saveforeign exchange. Therefore, construction of waste lubricating oil recycling logistics systemis of great significance.This paper introduces the reverse logistics, returned logistics and waste lubricating oilrecycling waste lubricating oil recycling logistics, mode and the related other theories andconcepts, to study laid a substantial theoretical basis. At the same time, combined with thepresent situation of recycling of waste lubricating oil in China, concluded the wastelubricating oil recycling logistics in our country faces the problem, lead to the buildingnecessity of waste lubricating oil recycling logistics system. On the basis of the above, inaccordance with the actual situation of waste lubricating oil recycling logistics at present,using the theory of sustainable development, circular economy theory and the theory ofreverse logistics, proposes the construction of waste lubricating oil recycling logistics systemof our country goals and principles, so as to build a waste lubricating oil recycling logisticssystem. And from the elements, structure and function of three sides facing the build up ofwaste lubricating oil recycling logistics system for concrete analysis, concluded that returnedlogistics system of ecology, economy, resource, technology, social five attributes. On the basisof the above properties of waste lubricating oil recycling logistics system evaluation indexsystem is constructed. The index system includes five secondary indexes and eighteen andsecondary indexes corresponding to the three indicators, using the analytic hierarchy process(AHP) and fuzzy comprehensive evaluation method of fuzzy analytic hierarchy process(FAHP) of waste lubricating oil recycling logistics system to determine the weights ofevaluation index system of indicators. And then to build up the waste lubricating oil recyclinglogistics system for empirical research, it is concluded that the feasibility of waste lubricating oil recycling logistics system and operability. Through this study, aims to form a wastelubricating oil recycling logistics system, so as to realize the ecology, resources and economicaspects of benefit maximization.
