Study On Improving The Competitiveness Of Rural Biomass Energy Industry In Heilongjiang Province

With the rapid development of China’s economic, the energy issue will become the "lifeblood" of restricting economic and social development of China, especially the dependence on oil imports, which has been a threat to the safe operation of the Chinese economy. A huge gap in the energy development not only illustrates that there is a huge market space and development prospects in rural biomass energy industry, but also the development of rural biomass industry is the inevitable choice of ensuring that the stable and sustainable development of the China’s economy and society.The biomass energy in rural areas of Heilongjiang Province is fairly rich, and the development of rural biomass energy industry has a unique advantage while Heilongjiang Province is also a large province which energy consumption is various, so to develop rural biomass energy industry in Heilongjiang Province and enhance the competitiveness of the industry is becoming a top priority to find alternative energy industry. Based on this, we have chosen research on improving the competitiveness of rural biomass energy industry in Heilongjiang Province.Firstly, this paper analyzes the development experience of the United States, the EU, Brazil, Japan and other developed countries which is the typical and representative in rural biomass energy industry, combining with the development experience of rural biomass energy industry in Jiangsu Province of China, proposes the revelation of Heilongjiang Province on the development experience at home and abroad. Then, according to the development status of rural biomass energy industry in Heilongjiang Province, it sums up the problems of rural biomass energy industry in Heilongjiang Province. Subsequently, starting from the problems, it quantitatively estimates the resources of rural biomass energy in Heilongjiang Province, and then evaluates the competitiveness of rural biomass energy industry in Heilongjiang Province comprehensively using the entropy weight method and gray relational analysis. Then based on its comparative advantage and external environmental factors of rural biomass energy industry competitiveness in Heilongjiang Province, it analyzes the upgrade path of its industrial competitiveness. Finally, with a full-text analysis, it further elaborates specific counter-measures to increase the competitiveness of rural biomass energy industry in Heilongjiang Province. Improving countermeasures include that formulating the rural biomass energy industry development plan and actively guiding the rural biomass industry development; formulating the relevant policies, laws and regulations, and supporting the development of biomass energy industry in rural areas; improving the market operation mechanism, regulating the development of rural biomass industry; strengthening the international cooperation to encourage the development of biomass energy industry in rural areas; increasing the investment in science and technology for rural biomass industry, promoting the development of biomass energy industry in rural areas; focusing on rural biomass energy utilization diversity in forms; paying attention to the promotion of rural biomass.This article is an exploratory research on rural biomass energy in Heilongjiang Province, it quantitatively estimates the resources of rural biomass energy in Heilongjiang Province and comprehensively evaluates the competitiveness of rural biomass energy industry in Heilongjiang Province for the first time. This paper has a certain theoretical and practical significance.
