Energy is not only the strategic resources of a country and the basic for the economical growth and social development, but also the basic security to realize the development of national economic and social progress. In recent years, influenced by energy shortage and the increase of energy prices such as oil and gas, biomass energy such as the fuel ethanol worldwide develops rapidly all over the world. In the case of declining arable land resources, the development of fuel ethanol encounters queries such as competing food with people and competing fields with food. More and more researchers paid more attention to the problem of relationship food security and developing biomass energy. Confronting with the problems of obvious contradiction between supply and demand of energy, tremendous pressure on energy self-sufficiency and relatively tight of arable land resources, it is essential and important to explore a sustainable and coordinated development way that not only can ensure food security but also can ease energy pressures. It is also a strategic issue that influences social stability and long-term development. Therefore, what kind of effect can develop rural biomass energy industry have on national food security? In the case of co-coordinating energy security and food security, how can we develop China's rural biomass energy industry? How to solve these problems has importantly theoretical and practical significance to seek sustainable development between economic and social and between resources and the environment.From the perspective of food security, existing literature was reviewed and analyzed and a brief description of this paper was introduced. This thesis analyzed biomass energy industry development at home and abroad. Learn from successful experience from abroad, according to the problems of China's biomass energy industry, this thesis put forward some suggestions.By the situation analysis of strategic management (SWOT), this paper listed various strength, weakness, opportunity and threat of the development of biomass energy industry, and the degrees of influence of various factors to develop biomass energy industry in rural areas were measured in order to determine the development of industry specific factors that should be paid the primary consideration.This paper studied on the reserves of biomass energy resources in rural areas of China, initially determined the biomass reserves in rural areas of China through estimation, divided the biomass energy industry development of China's rural regional distribution based on estimation results, and finally proposed industries development priorities to the regional distribution.Taken food security as primary consideration, in connection with China's main biomass resources in the regional distribution of rural district, this paper built a specific model of rural biomass industry development, and through the establishment of rural biomass energy industry development model assessment index system, obtained the priority of China's rural biomass energy industry development model by mathematical modeling.Agricultural biomass industry performs a significant benefit in the economy, environment and society, promotes the development of industrial land around, and improves farmers' living standards. Most agricultural biomass industries have nature and base of circular economy. Through a typical enterprise overall benefit analysis, this paper proved efficiency and rationality of the performance evaluation results.Finally, on the basis of the analysis above, this paper put forward some suggestions of promoting the development of rural biomass energy industry. At the background of ensuring food security, we should investigate and evaluate the reserves of biomass energy resources that is available in rural areas and lay down the national developmental plan. In order to provide raw materials to develop rural biomass energy industry, it is necessary to make full use of agricultural waste and animal dung in rural areas and actively develop the use of low texture, wasteland, saline, non-cultivated agricultural land which plants biomass energy plants. Meanwhile, it should increase funding and policy support and avoid the adverse effects of uncertainty to the development of industry. According to different rural areas, we should site-specifically develop rural biomass energy industry. |
