The Study On Management Mode Of Agricultural Insurance In Guangxi Province

Agriculture can spread risk through agricultural insurance because of the publicness and dependence on the environment inherent in it. Agricultural insurance has played a significant role on guaranteeing farmers’ life and has promoted the development of the "agriculture, country and farmer" economic as a risk remedies under the urban-rural dual structure. It has also caused the government and community’s attention.Chinese urban-rural dual development pattern determines the policy-oriented management of agricultural insurance.The promulgation and implementation of the "Agricultural Insurance Regulations" marks the policy of agricultural insurance established in form of law in China. Since2007, agricultural insurance has been supported by the central fiscal subsidy program. Reproductive sow insurance and cows insurance are the first types of insurance obtaining the central financial subsidies in Guangxi.Since then, agricultural insurance has began to reverse the money-loser situation. However, the security of agricultural insurance in Guangxi has clearly not functioned.Because of the research of agricultural insurance started late in Guangxi and the lack of local experience, which lead to single operating mode of agriculture insurance. Therefore, under the background of the balance between urban-rural development and the establishment of rural financial system in Guangxi,it has high theoretical value and practical significance to carry out the study of agriculture insurance management mode in Guangxi.Further more, it can help to promote the development of agricultural insurance and strengthen the fundamental status of agriculture. It finally contributes to the sustainable development of Guangxi economy.This article is divided into six chapters. In the first part,the relevant theories about agricultural insurance are analyzed. The author analyzes about how the properties of the agricultural insurance affecting the implementation of patterns and briefly classifies those patterns,which are importance to agricultural insurance. They are expounding the theoretical foundation of the whole thesis, which are the basic theory analysis of agricultural insurance management mode. The third chapter analyzes the status quo of Guangxi agricultural insurance. In the meantime, agricultural insurance development in Tiandong County rural financial reform pilot case is taken as an example. The fourth chapter raises problems of agricultural insurance management mode of Guangxi, and makes a cause analysis of the problems. The fifth chapter presents several management modes of the practical exploration both at home and abroad, which summarizes and concludes the experience that can referenced for Guangxi.Then the problems and reasons are analysed comprehensively.Finally the supposition about agricultural insurance is proposed, which is commercial insurance operation under the lead of the government. At the same time, after analyzing its influencing factors, it presents the mode of organizational framework, refined pattern, and the corresponding supporting measures.These all promote the implementation of agricultural insurance development in Guangxi.
