"Agreement on trade in services" that signed by China and Asean countries provides an important safeguard for the development of the CAFTA’s trade in services. As a basis sector of services trade, communication department play an important role for services and manufacturing. The cooperation of communication services which strengthens by China and Asean countries will be helpful to their national economic.At first, this article defined the concept of trade in services and communication services. Based on the theory of comparative advantage and intra-industry trade theory, it also analyzed the effect of intra-industry trade in communication services. And at the same time, by use for reference of the North American Free Trade Arrangement on communication services trade, this article suggested that CAFTA could learn NAFTA’s system arrangement regulations about telecommunication services specification, standard measures, dispute settlement mechanism and the movement of natural persons. Secondly, by using the database of United Nations, Asian Development Bank, National Bureau of Statistics and literature material home and abroad, this article compared the communication services trade development level in China and Asean countries, the competitiveness of communication services and the FDI features of communication departments. This paper also introduced the cooperation situation of China-Asean postal and courier services, express mail services, telecommunication and audiovisual services, the interaction of China-Asean communication services policy’s liberalization and economic development was been introduced at the same time. Finally, this paper discussed the cooperative mode of China-Asean postal and courier services, telecommunication (telecom and value-added telecommunication) services and audiovisual services in four ways which including cross-border delivery, consumption abroad, commercial presence and presence of natural persons, and put forward several suggestions on how to develop China-Asean trade in communication services. These recommendations included establishing the CAFTA’s dispute settlement mechanism, promoting the movement of natural persons, perfecting the standard measures, opening communication services departments gradually and so on. This article also raised some suggestions about how to develop Chinese postal services, courier services and telecommunication services.
