This paper is concerned about the new flowing trend of Chinese skilled labour after the Asian financial crisis in 1997, and it is mainly focus on the output of skilled labour from China to the Association of Southeast Asian Nations. The author took the development of bilateral trade between China and ASEAN as a pointcut, and integrated with related theories, which are the asymmetric interdependence theory and the international mechanism theory, in order to reveal the impact on all of the East Asian countries and China itself which was brought by migration of Chinese skilled workforce from China to ASEAN.Regional economic integration has become a new wave in the world. Along with increasingly consummation of China-ASEAN Free Trade Area, East Asian integration has been also in the steady progress. ASEAN, as the backbone of the East Asian region, has formed the non-symmetry dependence on external markets for a long time, especially on the United States, which is not conducive to ASEAN's independent economic and democracy advancement, so strengthening regional intra-trade will be the prime choice to resolve this chronic problem. In recent years, the rise of China's economy has just provided a good opportunity to ASEAN, for trade in goods has become saturated between China-ASEAN, the trade in services will be the entry point for their deeper cooperation. At the same time, China is relatively rich in skilled labour, so the output of our skilled labour to ASEAN can effectively stimulate a substantial growth in service trade for both sides. On one hand, trade between China-ASEAN can help ASEAN reduce dependence on external markets to a certain extent. On the other hand, From bilateral trade, China will not only obtain economic benefits, but enhance the power in East Asian integration process, which is more important, so as to have more right to speak and to draw up mechanism on politics, economy and even military security, then create more excellent international environment for our further development.According to the data surveyed by the author, the trend of Chinese skilled labour output has been twists and turns since the Asian financial crisis in 1997, and accompanied by the growth of labour quantities, the human capital inherent is also rising. In view of the output of this particular type of labour is taking more and more proportion in the service trade, the author used the statistical software SPSS to do correlation analysis and regression analysis on the relationship between the output of skilled labour from China and China's service trade development. The conclusion is that there is a strong positive linear correlation between both sides, indicating the output of skilled labour has been a significant impetus on trade in services, which further confirms the importance of expanding output of skilled labour. Export of skilled labour has become an important factor for keeping China's service trade having sustained and stable development, then substantial growth in service trade will further enhance China's trade with ASEAN, making the rate of average annual growth in trade between China-ASEAN exceed that between USA-ASEAN in recent years, effectively weakened ASEAN's inordinate dependence on American market. Although there are still many obstacles and shortcomings in the process of China's skilled workforce exporting, we can anticipate that, in pace with the economic agents in East Asia are becoming more and more mature, there will be more skilled labour and other types of workforce exporting from China to these countries, and thus lead the whole labour market in East Asia to be more mature.At present trade in services in China-ASEAN Free Trade Area has been fully open, from now on we should vigorously develop the output of skilled labour to stimulate continuous increasing in service trade, making it to be another important economic impetus on China's economy besides the trade in goods. This is not just for our country to obtain more economic benefits, which is more important, to get the dominant role in politics, then have more influence in the East Asian integration process. It can be said, this economic course also fits for China's diplomatic strategy in the new century, as an important step for us achieving the rise as a great nation.
