| Agriculture, farmers and rural areas always play a particularly important part in the process of construction and development in Vietnam. Despite having had a lot of vital innovations and reformation with satisfactory results, Vietnam’s agriculture is still outdated; farmer’s living condition and income are still low. The main reasons leading to the shortcomings in agriculture, farmer’s life and rural areas are the government’s economic potential and investment for state development have many difficulties themselves; the management form of agriculture is separated; the farmers’creative, self-control, ability and farming techniques aren’t high; the cooperatives and organization in producing development is still low; economic and social elements, the investment sources which are out of control of the government haven’t brought into play effectively in process of rural construction and development. The experiences of Communist Party and Vietnam’s government are summarizing, choosing and setting up the agricultural and rural development model. This model is preeminent, suitable to the specific condition of Vietnam in the new period.Nowadays, Vietnam is launching Vietnam new rural construction movement whose content is to promote the rural development completely and effectively based on new opinions, solutions, and managing mechanisms. New governance theory with scientific content has become the important theoretical background in administrative reform, government reform areas in many countries all over the world. This theory emphasizes the polycentric governance, multiple sources of investment, builds the cooperative relationship, the mutual supports between the government and social economic organizations, prove the role of a civilian society in solving the public problems. Studying, acquiring and applying suitably the new points mentioned above into agriculture and rural areas will have an important significance to promote the process of Vietnam new rural construction quickly. |
