The Countermeasure Research On Development Of Rural Hunman Resources To Promote Socialism New Rural Construction

As the development of the integration of knowledge economic and Global economic, the human resource becomes the first resource of a country. Fifth plenum of 16 central committee of the CPC proposed that we should be in accordance with requirement of " production development, life wealth, civilized local customer, clean and tidy village and democratic management", insist on proceeding from reality of each place, respect farmers' willingness, advance the new rural construction solidly with steady steps. The main body of new rural construction is farmer, so fanner's quality is critical for the course and quality of new rural construction.Jiangsu is a big agricultural province, and rural economic management takes important place all of the country. Since reform and open, Jiangsu agriculture has a great development, and living level of farmers has been improved a lot. However, agriculture productivity level in Jiangsu is considerable low when compared with that of world. Many reasons lead to such situation, one of which is that rural population is big, but cultivated area is decreasing every year, production scale can not enlarge, thus, it is full of difficulties for them to transfer to nonagricultural industrials, transformation of agriculture sci-tech fruits is low. If we want to improve agricultural productivity level in Jiangsu and strengthen the basic status of agriculture, then we should speed the development of agricultural human resources, charge traditional farmers as modern farmers, promote surplus labor force engaging in planting to transfer to other industries of agriculture, service industries , nonagricultural industries and small towns and cities if possible. Developing rural human resources becomes an urgent requirement for Jiangsu province to construct socialist new rural, improve agriculture productivity level and insure agriculture's basic status.This paper through the analyze of the Jiangsu rural human resources' status, and use theories as Human capital,Pedagogical economics,New economy increases and so on, to carry out theoretical analysis and demonstration study the reason of Rural area develops gravely fall behind the city and the effect of the rural human resources' to promote the socialist new rural construction. According to the above analysis and study, to provide strategy train of thought and concrete countermeasure suggestion for developing Jiangsu rural area human resources sufficiency and pushing forward the Jiangsu socialist new rural construction.
