An Empirical Study Of The New Type Rural Social Pension Insurance In Mashan County Of Guangxi

With the developing of industrialization and urbanization, Chinese villages begin to face the problem on speeding up aging of the population, declining function on land security and rural family security and so on. In order to protect the basic rights and interests of the rural elderly, break down barriers of binary system of urban and rural in old-age security and promote the equal basic public services, our country has carried out the new type rural social pension insurance since2009, which covered over the country on August31,2012. Mashan county in Guangxi province is the third batch of pioneers which carry out the new type rural social pension. Many of the policies were all simplified in the process of implementation. The handing ability is insufficient, and the information construction is lagged on. Many peasants choose the lower expending scale, which lead to the decline in function of the pension insurance. To solve these problems not only needs the top of scientific and reasonable design, but also needs the government to support the new rural social pension insurance more.Chapter one mainly introduces the background and the meaning of the research, including the methods and contents of the research and the situation at home and abroad about rural social pension.Chapter two is all about the rural social insurance, including the conception, the theory basis and the aging population of Guangxi province.Chapter three contains the experience of the rural social insurance at home and abroad, mainly introducing the experience of Kunshan, Dongfeng and the virous patterns of the developed country.Chapter four is the survey of the new type rural social pension insurance. This chapter mainly introduced the present situation of the structure of aging population in Mashan and the implementation situation. The chapter summarizes the problems and reasons of the rural pension, mainly including the top design which is not scientific, the relevant policies of the new type rural pension insurance which are lacking of the legislative guarantee and so on.Chapter six summarizes the detailed measures about consummating the rural social insurance in Mashan county, which is needed to perfect the law and make sure the continuity and sustainability of the systems, improve the standard of the rural social pension and the quality of service, deepen the propaganda work and the information construction.
