National culture refers to the important contribution all ethnic people made in theprocess of historical development to the human, which is the vital content of materialprogress and ideological process as well as the resources relied by the development oftourism. As the travel consumer demand changes, national cultural tourism isincreasingly becoming a modern tourist hotspot, subject to the general concern of allcountries and regions of the travel industry and academia. In the practice ofdevelopment, however, a series of contradictions and disputes of the economic benefitshave been caused by the lack of core interests of the dominant position, thenon-cooperative game of the stakeholders, the uncoordinated development ofstakeholder, serious tourist enclave phenomenon. So the issue can not be avoided in theprocess of the development of national culture tourism that how to better balance theinterests between the stakeholders, and to build a cooperation mechanism taking intoaccount the interests of the government, local communities and tourism enterprises andalso the economic, social, cultural, and environmental benefits.Based on the systematical summary of the theoretical research progress, this articlebuilds a national culture tourism cooperation mechanism with the application of themanagement stakeholder theory and the game theory, and uses the national culturaltourism interests related to non-cooperative dynamic game as the main line. And on thisbaseļ¼Œ Feng Huang of XiangXi as empirical study.Depth discussion of national cultural tourism stakeholders and cooperation mechanismsnot only helps improve the theoretical system of national cultural tourism, but alsoguide the national cultural tourism scientifically to the development of a more rationaland standardized direction.
