With the constant development of the economy and sociaty, the remote rural tourism resources with characteristics of the original ecology will certainly be favored by investors. Whether the local residents can be fully involved in tourism or get benefits from it, depends on their ability to participate and the effect of interaction with other stakeholders. At the interaction with the stakeholders, the local residents are usually in a weak position, and unable to achieve an effective participation. The remote rural tourism, due to a loss of community participation, facing with the pressure of "urbanlization", will eventually be lost in the development. Based on a physical investigation into Pingjiang Shiniuzhai village scenic, this paper preliminary explores causes and negative effects resulted from loss of local residents participation in the remote rural tourism, analyzes in different situations, the choice strategy of the local government, non-local investors, organizations and local residents with the application of stakeholders theory and granting-right theory, briefly describes the relationship of their rights and duties on their decision-making participation, economic participation, social participation and cultural participation, studies the model of local residents’participation in remote rural tourism and its guarantee mechanism, then puts forward to the reform plan of Pingjiang Shiniuzhai village scenic. The previous researches into community participation in rural tourism primarily focus on the scenics with conjunction of urban and rural areas as well as those with advantages of resource areas. However, this paper focusing on the remote rural tourism, analyzes the problem of community participation with the application of stakeholders theory and granting-right theory, which obtains certain realistic directive significance.
