Green technology innovation is different from general technology innovation,aims to make full use of and save resources, strengthen technology productsdisassembly form the virtuous cycle of "production-consumption-recovery",pursuit the economic efficiency at the same time, so as to improve the ecologicalenvironment, improve the social benefit, to create conditions for the realization ofsustainable development."Twelfth five-year" is the critical period, which ourcountry comprehensive construction well-off society, deepen reform and openingup, and accelerate transformation of the mode of economic development. Toachieve green growth, building a resource-saving and environment-friendly society,and improve the level of ecological civilization, China needs the support of scienceand technology especially in green technology. In our country, development ofgreen technology innovation is the basic way of realizing the sustainabledevelopment, is also the objective demand of the implementation of the strategy ofdeveloping the country through science and education. Chinese green technologicalinnovation in the system, laws and regulations, capital investment, evaluationsystem, ideas etc.there are still many deficiencies, which requires our using forreference the successful experience of abroad.Promoting the rise of central China strategy is another major strategicmeasures from development in our country. Central region has a good developmentfoundation and certain advantages, but there are contradictions and problemsrestricting the development. The central six provinces have been faced with thedifficulty of "Central Downfall" situation, resources rich but uneven development,energy consumption is too big, serious environmental problems. Shanxi Provincehas the stability of the coal industry chain, but it also has low utilization rate ofresources, serious environmental problems and a lack of innovation. Environmentalresources and human resources of Anhui Province are relatively abundant,innovation environment is good too, but the utilization of water resources is nothigh, the phenomenon of brain drain is serious.There are rich mineral resources andless pollution in Jiangxi province, but the economic level is low, green technologyinnovation funding problems are exist, enterprise technical level is not high. HenanProvince has a lot of mineral resources, it focus on green technology innovation investment in recent years, but the environment problem is serious, personnelquality is not high, masses are lack of green awareness. Hubei Province has developedalot of Eco-Industrial Park, it has a group of science and education advantages, butthere has a lack of energy and structural imbalance, green industry dynamics isinsufficient, the brain drain is serious. Hunan Province is rich in water resource, thegreen market foundation is good,they have paid attention to talent reserves, but thedemand of energy and water pollution is serious, economic and ecological areimbalance.According to the actual circumstances of the central area of green technologyinnovation, we can propose a solution. We need to formulate appropriate tax policy,developing circular economy on the economic front. In terms of system, we can reformthe current environmental protection laws, improve the production-study-researchcooperation. In terms of technology，we must speed up the development of the theoryof green technology innovation, promot green technology in all kinds of practice atthe same time.We should improve the publicity of green technology innovationsystem, advocat green consumption, pay attention to talent reserves on the culturalfront. Shanxi Province should pay attention to the clean and efficient utilization ofcoal. Anhui Province should make full use of existing land and resources,encourage the technical innovation, implement the education strategy. JiangxiProvince needs to strengthen the rural circular ecological agriculture construction,build the ecological and industrial park of circulation industry chain. HenanProvince in order to realize a virtuous cycle of development and emissionreduction,support low carbon technology innovation and application, set up a lowcarbon economy. In Hubei Province the low carbon demonstration zoneconstruction should be implement. Hunan Province should optimize the industrialoverall quality and build a low carbon economy demonstration area, enhance thelevel of green industry as a whole.
