Idea is the guide of the action and a certain development idea lead a certain development practice.In the doldrums of the environment of world economic recovery,China's economic situation is stepping into a new development.The development of social and economic is facing many new problems and new requirements and has an urgent need for an organic combination of science and technology innovation-driven function and its green development orientation.The internal requirement is a deep academic theory on China's green development model of science and technology.Based on the deep-seated concept of scientific and technological innovation and green development and surrounded the theory of ‘ how to realize the development of science and technology and how to develop science and technology better' and on the basis of clarifying the relevant theory of green development mode of scie nce and technology,this paper analyzed the main problems and their causes in the green development of science and technology combining with the specific data of green development of science and technology in Hefei county.Based on the basis,specification and approach,this paper discussed the building rationale,basic characteristics and implementation path of green development model of science and technology and built a green super-cycle technology development model regarded the transformation and upgrad ing of scientific and technological innovation system as a carrier.And then put forward the main countermeasures in the process of green development of science and technology which is promoting the scientific and technological innovation system by accelerating the incubation of scientific and technological achievements,prospering the technology market and increasing the industrial investment and promoting scientific and technological innovation green through the improvement of scientific research staff's green consciousness and the green orientation of science and technology policies and so on.
