The next30years, the coal industry will become the subject of the energy supply, how to make full use of advanced scientific and technological achievements, to seize the favorable opportunity so to culture the coal industry cluster and get it developed and further to promote the development and growth, which is the overall situation of economic development in our country.Under the big background of the economy and the science and technology globalization development, the competition of region and country is increasingly fierce, the industrial cluster as the foundation and decisive strength of industry, region and even national competitive advantages, which has become the perspective industry and the new paradigm of regional development. The study of industry cluster has thus become the important topic of strategic height. Shanxi is the China’s largest coal production base. Coal industry is the basis for development and support of the other industries, which is an important strategic position in the economic development in China, how to let the limited coal resources get efficient utilization and recycling, and realize the sustainable development of the coal, which become responsibility and task of long-term and arduous of the government, enterprises and the whole society. And coal industrial cluster will be the effective way of the Shanxi coal industry promote competitive power and achieve the sustainable development. So the nurturing and development of coal industrial cluster are feasible. However, there exist some problems during the development of Shanxi coal industrial cluster. For example, the macro-management mechanisms of government departments are inadequate, within the clusters the industrial structure is irrational, the number of high-level industrial clusters is a little smaller and there is lack of service support systems in the development of clusters. There are still huge challenges in the same time. Combine with the actual situation of Shanxi coal industry cluster and build its development model, which is ecological coal industry cluster networks symbiotic mode. Put forward the policy suggestions to develop Shanxi coal industry cluster, which include increased high-level cluster quantity, optimize industrial structure, improve the functions of the government and perfect the service support system etc.
