Since the resumption of development of the advertising industry in China in1979, after30years of rapid development, and advertising has grown into an independent industry, become a new growth point in national economic development. However, due to the development of a late start, the domestic advertising industry can still be considered to explorer the initial stage, the advertising industry theory is inadequate, and lack of a effective system theory to guide practice.The development of industrial clusters is the inevitable trend of industrial development to a certain size and extent. At present, the domestic advertising industrial cluster development has been a early scale, how to cultivate and develop a advertising industrial cluster has become a very important question in the research of Chinese advertising industry. Xi’an Qujiang new district is a urban new district which takes the culture industrial development as the core, the advertising industrial is developing very rapidly, has taken shape in the cluster size. How to cultivate and develop the advertising industrial cluster in this new area has very important guiding significant and reference value for Xi’an, Shaanxi province and the western region.This article based on the fully investigation in Qujiang new district advertising industrial cluster, used the SWOT strategic analysis method, analyzed deeply the current status and environment of development of Qujiang new district advertising industrial cluster, combined with the theoretical of the mode of development of industrial clusters, summed up the Qujiang new district industrial cluster development model and its advantages and disadvantages, and proposed new model for the long-term development of the cluster. Finally, give some countermeasures from expanding the industrial chain, building a public service platform and transforming the government’s functions, and so on, in order to provide some information and reference for the sustainable development of the advertising industrial cluster in Qujiang new district.
