| Coal resources are in absolute main position in our country’s energy production and consumption structure. The development of the coal industry relates to our country industrialization and national economic development. Our coal resources are rich. With the background of low carbon economy and knowledge economy era, the industrial cluster has become an effective strategic mode of the contemporary regional economic development, which optimizes the allocation of resources and improves the core competitiveness of the industry. Industry clusters’regional economic effect include external economic effect, transaction cost saving effect, human capital effect of regional brand effect, which not only improve the industrial clusters’competitiveness, and has emerged important influence on regional economic development. The "Twelfth Five-Year" national Plan put forward that the development of the coal industry should plan as a whole harmonious development of area, and the social economic and urban and rural, and provide a broad practice platform for the further development of the large-scale coal production base industrial cluster. With the background of regional economic, how to effectively improve the large-scale coal production base industrial cluster’regional economic effect, realize coordinated development between the regional and industry, and the social economic and urban and rural areas becomes the important practical problems to be solved.The thesis put the coal industry as the research object, the regional economic effect of the large-scale coal production base industrial cluster as the research question, industrial cluster theory, regional economics theory, grey relation theory as the theoretical foundation. This paper analyzes the large-scale coal production base industrial cluster strategy and the regional economic effect based on cluster model. The thesis main points and contents are:(1) From a low carbon economy perspective, This paper defines the concept and connotation of the large-scale coal production base industrial cluster, and think best scale effect, low carbon sex, group innovation, advanced basic as basic characteristics;(2) From the perspective of system science, this paper analyses elements of the large-scale coal production base industrial cluster system and constructs coal industry cluster strategy mode to benefit the development of regional economy;(3)The five regional economic effect of the large-scale coal production base industrial cluster influence on the region economy development, include external economies of scale effect, transaction cost effect, technological overflow effect, human capital effect and regional brand effect.(4) From five dimensions of regional economic environment, regional system environment, regional resources environment, regional infrastructure and regional competition, this paper analyzes factors the regional economic system how to influence the large-scale coal production base industrial cluster;(5) There are interactive and independent dynamic coupling relationship between the large-scale coal production base industrial cluster system and regional economic system, namely the large-scale coal production base industrial cluster-the regional economic system’s coupling displays in:space regional coupling, structure adjustment coupling, function coupling, target coupling, resource elements coupling, policy aspects and so on;(6) This paper estimates and evaluates the regional economy effect of Shan xi the large-scale coal production base industrial cluster by the grey relation model.(7) From three levels of the macro, industry and enterprise, this paper proposes countermeasures to enhance the regional economic effect of the large-scale coal production base industrial cluster and provides the theory basis and the specific suggestions for coordinated sustainable development between the large-scale coal production base industrial cluster and the region economy.The paper innovations:(1)It systematically researches the large-scale coal production base industrial cluster system of the definition, connotation, characteristics and system components, and construct the large-scale coal production base industrial cluster model to play the cluster regional economic effects from a low carbon economy perspective.(2) It analyses the coupling mechanism and the coupling relationship of the large-scale coal production base industrial cluster-regional economic development.(3) Based on the fact that the large-scale coal production base industrial cluster effect influence on the regional economic development, it constructs the index system to evaluate the large-scale coal production base industrial cluster regional economic effect from examples application levels innovation, mainly includes external economies of scale effect, transaction cost effect, technological overflow effect, human capital effect four primary index and a secondary indexes. At the same time, it effectively measures and evaluates the regional economic effect of Shan xi the large-scale coal production base industrial cluster by the gray correlation model.The paper believes that the strategy of industrial cluster model is strategic choice and the important guarantee of the national large coal base and the area rich in coal based on request of the regional economic and low carbon economy development in order to plan regional and industry as a whole, and coordinate development between the social economic and urban and rural areas, and improve the regional economic effect and industry core competitiveness; construction of the large-scale coal production base industrial cluster and effective assessments of its gather effect help to bring the industry cluster regional economic effect, to promote coordinated development between industry and the region economy, to effectively push forward a comprehensive and coordinated development among the area rich in coal economy, society and environment. |
