The service outsourcing industry of Heilongjiang Province started in the middle of1990s. More than a decade, by increasing funds investment and taking positive policy support, the service outsourcing industry of Heilongjiang province has experienced a rapid development. However, Heilongjiang province’s service outsourcing industry has experienced a change process from a initial stage to a perfect phase according to the development course of service outsourcing industry in the developed countries. In this situation, Heilongjiang province’s service outsourcing industry is facing an enormous challenge. Those problems like How should Heilongjiang province develop its service outsourcing industry, what are those factors which affect its industry development, how to distribute all kinds of resources to achieve reasonable configuration in order to maximize the competitiveness of the service outsourcing industry and etc., are needed to be solved urgently.The service outsourcing industry of Heilongjiang Province has experienced a rapid development. At the same time, capital, talent, technology and other resources are key factors to the improvement of the competitiveness of the service outsourcing industry.Based on the above background, the paper builds the system of evaluation index and evaluation model, puts forward the project of" The Study on Improvement of Competitiveness of Service Outsourcing Industry in Heilongjiang Province" the subject of Heilongjiang Province, empirically analyzes the current situation and problem of competitiveness of the service outsourcing industry, seeks the train of thought and measures to promote the competitiveness of the service outsourcing industry in Heilongjiang province. The paper selects17provinces and cities which has a service outsourcing demonstration city as the research object. Based on their2010’s statistical data, the paper ranked service outsourcing industry competitiveness of the17provinces and cities by means of the factor analysis method and entropy value method. From the result, even though the Heilongjiang’s service outsourcing industry has experienced a rapid development in more than10years, there is a big gap between the developed provinces in service outsourcing and Heilongjiang. From the visual data of17provinces which has a service outsourcing demonstration city, cities includes Shanghai, Guangdong, Beijing, Jiangsu, Zhejiang and Tianjin are in a higher level. Shaanxi, Jiangxi, Hunan and Heilongjiang are in a lower level, and the others are in the middle.According to the quantitative and qualitative analysis results, by referring to experiences of developing service outsourcing in India, Ireland, Jiangsu, Liaoning and other regions which are at home or abroad. The paper put forward train of thoughts and measures to enhance the competitiveness of the service outsourcing industry in Heilongjiang province aiming at its own feature. The paper has proposed three aims, namely with building demonstrative city of service outsourcing an industry growth pole, weaving border city an industry belt of service outsourcing and integrating with high-end services outsourcing industry chain, and puts forward the corresponding measures aiming at different aims.
