After years of reform, Chinese power industry has made a lot of achievements. However, thehuman resources management of the electric power industry need to bring in advanced, modernmanagement concepts in urgent, and applying scientific management methods and techniques, thattransform the modern of management from traditional to modern gradually. We should make thehuman resources works effectively in competition, which will achieve the strategic goals ofenterprise.Shenzhen Power Supply Bureau was established in1980, she still dedicated to reformamong the30years of development history and in the forefront of the domestic power supplyindustry. Shenzhen Power Supply Bureau began to research the modern human resourcesmanagement system to adapt to the rapid development of the national economy in demand for powerand needs for power system reform, purposing to being an international and modern power supplyenterprise.This paper investigated the human resources management system of Hong Kong advancedpower supply enterprise, and compared with Shenzhen Power Supply Bureau. Then, there are somedifferences in Human resources management system’s integrity, personnel selection mechanism,enterprise training, knowledge management system, enterprise organization structure and enterpriseculture construction. According to long-term development of Southern Power Grid and the advancedexperience of power supply enterprises in Hong Kong,this paper build the human resourcemanagement system of Shenzhen Power Supply Bureau preliminary, it includes the overall designideas, objectives and specific ascension measures. This system is based on the core idea of “two linesand one rail”, bringing up specific measures from six aspects of the ability and post matching, talentsteamer choosing, studying, knowledge management, continuous improvement and cultureconstruction.
