Reasearch On Govern Ment Regulation And Healthy Development Of Internet Cafes Industrv In Kunming City

Along with the computer and Internet springing up. Internet cafes industry developed rapidly in Kunming City, has played a very important role on building up a statement of Internet informatization and network information transmission. However, due to the absence of government regulatory, the disappearance of proprietors’ social responsibility, the lacking of social supervision so on and so forth, the cybercafes problems, such as, the young people indulging in network, harmful network information transmission, Internet cafes’ security have impacted on social stability&the Internet cafes development, arousing widespread concerned in the community. Visibly, market failure exists in Internet cafes industry, which requires the government make the necessary controls on chaos in the cybercafes. But in reality, using "blocked" control method is difficult to make substantive progress for government, how to realize the social benefit and economic benefit of Internet cafes on earth. Based on Internet cafes industry development of Kunming City, this article uses the principle of government regulation to analysis the existing problems’ and puts forward improvement of government regulatory on Internet cafes industry under the environment of deregulation, in order to promote development of Internet cafes industry healthily and orderly, consequently to accelerate the informationization of Kunming City.By using the theory of government regulation, this paper takes government regulation of Internet cafes industry in Kunming City as the study object. Healthy development of the Internet cafes industry is aimed for research purposes. The paper makes an empirical analysis from the following four parts. The first part is the introduction, which presents the selected topic background, research purpose and significance, research ideas and methods. The research domestic and abroad is reviewed in this chapter, from the laws®ulations, management technology, government controls and social management four aspects, finally this part proposes the innovation. The second part is "the control theory and regulation practice on Internet cafes domestic and abroad". It introduces the concept and theories of government regulation, analyses the reasons of Internet cafes industry, reviews the history of government regulation in terms of domestic Internet cafes. We can draw a lot of experiences from the developed countries. The third part is "the present development and the government regulation with regard to Internet cafes industry in Kunming City", through analyzing the current situation of Internet cafes regulation in Kunming, it probes into the problems and reasons of Internet cafes regulation, basing on unreasonable restriction and the below norm means of the government, in addition, it elaborates the negative impact to the healthy development of the Internet cafes on account of the government improper regulation. The fourth part is to release the government regulation for promoting the healthy development of the Internet cafes industry in Kunming, it is argued that government deregulation, and decentralization is a good way, which can rebuilt the concept of improving the Kunming municipal social regulation system in the cyber-bars industry.
