China is in a critical period of economic development, a variety of unexpected events occur frequently, which bring in serious threats to the economic development and social progress, the country spent a lot resources to respond to emergencies. This highlights the importance and necessity of emergency logistics in-depth study.This paper try to implement a system of emergency logistics system based on the analysis of the previous literature and the summary of foreign emergency logistics experience, such as the strong feature of subjective, empirical and fuzzy causing emergency supplies cannot be fully rational allocated.This article is committed to build a completely process systems of emergency goods, guide the work of the emergency logistics to carry out. To meet the work, the model is different from ordinary emergency management of dynamic and pulse demands, it sees every stage of the process as a new incident. Construction process of the overall system model is shown below.First, according to emergency summarized, the paper achieve the target to establish the general principles guiding ideology for the follow-up work, and thus get the process with the main function of the emergency logistics; Second it points out what are needed to be send in specific stage based on emergency logistics experience of the developed countries; third it uses the existing information to estimate the number of emergency supplies for each category through inventory model; fourth the paper provide the utility of supplies in use of analytic hierarchy process and fuzzy math theory; Finally, by summarizing various transportation issues, it sums up as a simple transport model and example for proof of effectiveness. Thus it builds an emergency supplier-demand system model based on the needs analysis through determining the different emergency goods value in use of the area to be rescue.
