Apart from bringing a new living way for urban resident property management alsogenerates a variety of issues. The rising dispute between owners and property companies isharmful to relationship between two parties. And fair pricing problem of propertymanagement fee is the core of the matter. Then how to optimize the property managementservices fee pricing becomes common focus of the owners, property service enterprise andgovernment department.On the pricing theory basis of market failure and binding sales of complementaryproducts,this paper analysed the characteristics, form and formation of recessivemonopoly. Using analysis framework of recessive monopoly, paper studied whether thereare characteristics and implementation conditions of recessive monopoly in property fee issue,revealed material cause of property fees dilemma. Stable relationship between real estateand property companies made the property services in specific companies become theexclusive complements of housing, which is the starting point of the recessive monopoly.Then, under owners’ behavior basis of differentiating relative importance evaluation of housingand property services, property company carried out owner lock-in strategy to obtain therecessive monopoly power.To investigate influence factors of recessive monopoly in the property management fee,a questionnaire survey in Guangzhou residential property were carried out. After logisticregression analysis, paper proved three factors: the relationship between developers andproperty enterprises, whether setting up effective owners committee or not, and the relativeimportance weights have a significant impact for the presence of recessive monopoly. Resultsfrom theoretical and empirical analysis, provided the basis for regulatory institution ofproperty fee.After assessing present property management fee system, paper put forward theimprovement suggestion, to avoid recessive monopoly in property management. This paperput forward the solution to recessive monopoly in the property fee: optimization of chargeform, emphasis on function of owners’ committee, and to strengthen Information transparencyetc.
