Nowadays, The world is the era of knowledge economy, the economic globalization develop rapidly and the science and technology progress very fastly too. The competitive between the various countries and regions in the world for knowledge, information, and high-tech become more intensely. Considering, all kinds of competition is the talent competition. Which country or region has abundant talent resources, the advantages of victory in the fierce competition will be more obvious. Honghe Prefecture has an important strategic position in the economic and social development of Yunnan Province, it is an important gateway that the China inland can join the Indo-China Peninsula and Southeast Asia enter China interior, it also is a key platform to conduct economic exchanges and cooperation between China and Vietnam and other ASEAN countries. If Honghe Prefecture want to enhance regional competitiveness, it should give full play to the important role of human resource development in the area of economic and social development, and use human resources better, allocate human resources Legitimately, Honghe Prefecture will achieve the strategic objectives of region and social developing prosperously and prosperously.In this paper, the author first studied the theory of regional competitiveness and human resources development, and further enhance the relationship of human resource development and regional competitiveness, laid the theoretical foundation for the study on human resources development in Honghe Prefecture. Second, the author analyzed the current situation of the human resources development in Honghe Prefecture from the number of human resources, quality, industrial structure, distribution, pointing out the problems and the reasons of the development of human resources in Honghe Prefecture.
