Photovoltaic industry is known as the pillar industries of the advanced equipmentmanufacturing industry and emerging energy in China. With the government supportand abundant financial capital, economies of scale quickly formed, and productioncapacity is expanding day by day. In the era of the demand in the international market,the exports have rapid growth. China’s photovoltaic industry is thriving perfectly.However, with the global economic slowdown and financial crisis, the European debtcrisis swept through Europe and the United States.EU Member States have announcedspending cuts, the Government substantially lower their subsidies for photovoltaicproducts.EU PV market has shrunk dramatically, the global PV industry to a trough.There are a variety of problems in Chinese PV companies such as vicious competition,low technology content, product structure is irrational, the blind expansion ofproduction capacity, at the same time, the export-oriented development model burieda huge risk to the enterprise survival. During this critical period, as China’s largestexport market for photovoltaic production, the EU begin the anti-dumpinginvestigation of Chinese photovoltaic products. This will seriously damage thecompetitiveness of the Chinese PV industry, weakening the competitiveness ofChina’s new energy strategy. And also have had a bad influence on China’s energystructure adjustment, as well as the world’s new energy plan. The first part of thisarticle is the introduction, a brief introduction to the thesis research purpose, meaning,ideas and innovation. The second part is a theoretical analysis, analysis of the conceptand the economic effects of the dumping and anti-dumping. The third part is a briefintroduction to the EU the status of anti-dumping of Chinese photovoltaic products, aswell as both sides Policy Attitudes. The fourth part is from both China and EuropeanUnion angles analysis of the reasons for the EU to launch anti-dumping investigationof Chinese photovoltaic products. The main analysis is economic analysis, and thesupplemented analysis is political analysis. The fifth part from business, industry,organization elaborated the impact of the EU anti-dumping of Chinese photovoltaicproducts. Part sixth is the focus of the entire article, exploring Chinese photovoltaicproducts subject to EU anti-dumping policy recommendations from enterprises, associations, government. Company deepening their technological innovation,strengthen corporate respondent, accelerated to develop multi-market; industryassociations to integrate the resources,do a good job in early warning, and promotethe establishment of industrial standards; government speed up economicrestructuring, optimize the structural adjustment strategy, the establishment of theanti-dumping institutions, to reform the system of financial support etc.
