Shandong's New Rural Social Endowment Insurance System For Research

Aging of population is a social issue that has raised general global concern and the pension issues have also become a major issue of social development. On September 1st, 2009, Department of the State launched << The pilot guidance about carrying out the new rural social pension insurance>>. The <> suggests a new agricultural insurance system, combining the establishment of individual contributions, collective compensation and government subsidies. It is another important preferential agricultural policy, following a series of other similar policies, such as abolishing agricultural taxes, implementing direct agriculture subsidies, eliminating tuition and miscellaneous fees for rural compulsory education and establishing a new rural cooperative medical system. As a big rural populous province, Shandong has been actively exploring in the practice of building the rural social pension insurance system. On November 27th,2009, Shandong Provincial People's Government promulgated << The pilot implementation suggestions about carrying out the new rural social pension insurance>>. According to << Department of the State's pilot implementation guidance about carrying out the new rural pension insurance >> (State [2009] No.32), combined with local situation of Shandong Province, the construction of a new agricultural insurance system has been vigorously promoted. Under this context, this paper analyses and points out the existing problems and puts forward countermeasures by studying the application of the new rural social pension insurance system in reality. It explores a new rural endowment insurance system that fits Shandong Regional characteristics under current economic condition. The article is divided into five parts, the first part is Introduction, mainly describing the research background, significance and the domestic and overseas research status; the second part is the definition of rural social endowment insurance system theory and related concepts; the third part discusses the current situation of Shandong New Rural Social Pension Insurance System and the existing problems; the fourth part analyses the experience and enlightenment of overseas rural social endowment insurance system; the fifth part proposes suggestions about establishment and improvement of Shandong New Rural Social Pension Insurance System.
