In the21st century today, the talent competition is becoming increasingly intense, means of competition increasingly humanization, better educated and diversification, the enterprise want to introduce talents, use talents, retain talents, their own management system should also constantly development and innovation. Employee benefits as an important part of the modern comprehensive remuneration system is an important factor that can not be ignored in the corporate human resources strategy. ShenFei group as an old state-owned enterprise, its benefits plan is more widely attention outside. In this paper, ShenFei Group company flexible benefits program for basic case study object, through the concept of flexible benefits, the systematic study of the theory and analysis of the traditional benefits and flexible benefits contrast, the analysis in the investigation of the status quo of research ShenFei Group employees flexible benefits program on the basis to identify the problems and causes of ShenFei welfare program, established ShenFei Group’s flexible benefits and post wage level combination of flexible benefits system, and implementation of the proposed system flexible benefits program in innovative ways.The design of welfare programs in the final analysis in order to stimulate the morale of the staff, and fully mobilize the enthusiasm and initiative of its employees, and improve the company’s ability to create value, so as to continuously achieve the strategic goals of the company, for any company in the development and implementation of welfare policy formulation, one of the key factors are indispensable.In this paper, the case studies the basic form of the creation of the paper the problem of the existence of the Research Group of ShenFei welfare program management process, the theoretical analysis of the introduction of flexible benefits.The paper research is divided into five parts, the first part is the introduction, in this paper the analysis of this case study background, purpose, significance and methods; the second part is the overview of the theory and implementation of the elements and implementation of demand, in contrast to the traditional welfare theory and the theory of flexible benefits on the basis of, expounded the theory of flexible benefits; the third part of the paper is Shen Fei Group’s flexible benefits problem situation and reason to introduce a basic overview of the ShenFei Group’s flexible benefits, and pointed out its problems, analyze the reasons; fourth part of the thesis is the countermeasures and suggestions mainly flexible benefits, supplemented by the status of ShenFei,scientific settings senior, middle and ordinary employees flexible benefits program of ShenFei,in order to play a draw significance;the final part is the conclusion.
