Through a long time reform and development, Chinese government owned enterprises have made a great progress in many aspects especially in reform of system. They make a review and changes on single control and unilateral policy of human resource, and have a full realization that the theory of harmony, cooperation and stimulation plays an important role on enterprise's growth. Enterprise is not an organization of personnel management, but a focus of HR's application and economic achievement creation.We should reform current salary structure, simplify salary items, detail assessment standard, and enlarge the proportion of floating salary. Distribution according to work should be combined with distribution according to production factors. Enterprise should increase the significance of knowledge skill in the distribution, stress efficiency, take justice into consideration, and establish distribution mechanism to integrate salary income with position responsibility, ability and performance, thus to achieve more pay for more works, good pay for important positions, ability match pays. Guided by the market, we should create a position salary standard by talents and price of labor, to make our talents and labor cost meet those of in the market. A new mechanism is inevitable.Through the method of mathematical statistic analysis and questionnaire, this paper expounds the current salary system problems existed in our enterprise. On the basis of stimulation theory and modern salary theory, we could get an overall plan of salary system design from aspects of its theory basis, implement and guarantee. The result of combining comprehensive theory analysis and example analysis is to get inspiration of human resource system design and make it operable, which give this paper a realistic and research meaning.
