Research On Rural Public Product Supply System Of Fujian Province

Since the reform and opening up, the rural areas of Fujian Province has undergoneenormous changes. However, in the recent years, the socio-economic development inrural areas are facing new bottleneck, the core problem is the inadequate supply ofpublic products and long-term structural imbalance in rural areas has not beeneffectively solved. it has not only seriously hampered the development of agriculture,rural incomes and agricultural modernization, but also delayed the process of the newrural construction in Fujian province. The crux of the problem such as insufficientsupply of public products, structural imbalances and inefficiencies in rural areas isthat the supply mechanism there is a fatal problem and defects. This article is basedon the supply of public products in rural areas of Fujian province in the past, presentand future, make comprehensive use of Western economics, public choice theory,development economics theoretical framework to conduct a thorough investigation ofthe problems and deficiencies in the supply of public products in rural areas in FujianProvince and analytical study based on the innovative mechanism of the supply ofpublic products and the corresponding support mechanisms. The main contents andconclusions are as follows:First, analyzed the important position of rural public products in the new ruralconstruction, pointed out that the new rural construction in Fujian Province carriedout smoothly can not be separated from the supply of public products in rural areas.Especially currently Fujian Province has entered the middle stage of industrialization,urban and industrial sector has reached a higher degree of development, it has to fullyequip with industry nurturing agriculture, promote the city with rural socio-economicdevelopment of rural areas. Pointed out that the new rural construction has greatpractical significance，and reduces rural public products supply gap between urbanand rural areas, will help increase farmers’ income, reducing the burden on peasants, promoting the integration of urban and rural development; also it conducive toimproving the the farmers spending power and living standards, successfullydeveloping the rural market and promoting the healthy development of the nationaleconomy.Secondly, through field research, carried out an in-depth study of the status quoand problems of the supply of public products in rural areas in Fujian Province,especially focused on the urgently needed public products of majority of farmers, andthrough the phenomenological analysis of the nature of the problem, Pointed out that,when judging from the presence of the supply of public goods in rural areas in FujianProvince, there has been some problems such as total supply insufficient, structuralimbalance between supply and regional imbalances, when judging from the deep level,including the lack of long-term financing mechanisms and supply decision-makingmechanism, when judging from the fundamental cause of view, the reasons involveboth the tax and fee reform overall, including the local fiscal income inequality,non-balanced development of the dual economy, as well as all levels of governmentbetween property rights powers dislocation and other specific reasons.Again, introduced the practice and experience of the supply of public products inthe rural development process of United States, Japan and South Korea, and thenPointed out that the process of constructing the rural areas of these countries to payattention to the formulation and implementation of agricultural protection policy,construction of agricultural infrastructure and agricultural social service system, ruralbasic education and vocational and technical education, agricultural scientific andtechnological achievements, etc., All of these provide the content and direction forFujian Province to reform and innovate the supply mechanism of rural publicproducts.Finally, analyzed the countermeasures and suggestions about further improvingthe mechanism of rural public products supply in Fujian province. Including theestablishment of the expression mechanism of demand, the main selection mechanismof supply bodies, the supply decision-making mechanism, the financing mechanisms,the operation and management mechanism, and on this basis, giving the corresponding measures building.
