In an open economy, Foreign Direct Investment (FDI) has become an importantaccess for the developing countries to obtain technology and knowledge to improve thecapability of independent innovation, FDI technology spillovers can promote economicdevelopment and technological progress of the host country, but FDI technologyspillovers, which could not automatically generate by themselves, are affected byvarious factors. In terms of high-tech industries in China, how to absorb the spillovereffects and then promote technological innovation is a key question.This article constructs the measurement model based on the Griliches-Jaffeknowledge production function by using the Chinese high-tech industries panal datafrom1995to2011, analyzing the impact of FDI on the technological innovation ofhigh-tech industries. This paper will integrate some key elements for high-techindustries such as FDI technology spillovers, absorptive capacity, and technologicalinnovation into one framework. This article constructs the model of FDI ontechnological innovation from the perspective of absorptive capacity, and then discussesthe empirical results.The results showes that:(1) In the process of FDI affecting technologicalinnovation output of high-tech industries, there is significant positive correlationbetween FDI and innovative effect, but this relationship does not exist between FDI andinnovative efficiency, and the inflowing of FDI hinders the export of domesticenterprises and impairs the export competitiveness of high-tech industries;(2) In theprocess of absorptive capacity affecting innovative effect, there is a non-linearrelationship between technology gap and FDI technology spillovers, and human capitaland R&D capabilities have positive effects on the innovative effect;(3) In the process ofabsorptive capacity affecting innovative efficiency, there is significant negativecorrelation between technology gap and innovative efficiency, and there is significantpositive correlation between human capital and innovative efficiency,but R&Dcapabilities have no positive effects on the innovative efficiency;(4) In the process ofabsorptive capacity affecting export competitiveness, there is a non-linear relationship between technology gap and FDI technology spillovers, but human capital and R&Dcapabilities have no positive effects on the export competitiveness.Prior researches treat domestic firms as passive recipients of spillovers. However,this paper emphasizes the importance of absorption ability of domestic enterprises. Theresults of this paper will not only enrich the FDI technology spillover theory, but alsoprovide theoretical guidance for technological innovation decision of Chinese high-techindustries...
