The Research Of International Technology Spillovers On The Independent Innovation Of High-tech Industry

As Chinese high-tech industry continues to grow,high-tech industries have become an important industry that determines the continued growth of China's economy and reflects the improvement of independent innovation capabilities.Only by developing high-tech industries and improving the capacity for independent innovation can we achieve sustainable economic and social development.Since the 21st century,foreign trade has become an important driving force for China's economic development.Foreign direct investment and international trade are two important ways of international technology transfer and dissemination.It not only provides opportunities for developing countries to learn advanced technology and management experience in the world,but more importantly,it has created opportunity for independent innovation through various channels and mechanisms.Introducing and learning the advanced technologies of developed countries is the basic experience of developing countries in achieving leap-forward development.However,the introduction is to digest and absorb,and based on this innovation,only with independent intellectual property rights can we seize the commanding heights of the world economy.Recently,trade war between China and the United States that have attracted much attention from Chinese have become even more important in the importance of independent intellectual property rights.The international technology spillover effect has always been an important way for developing countries to devote themselves to the improvement of their independent innovation capabilities.In the absorption-imitation process,it is also affected by some factors,among which the absorptive capacity of the host country itself is an important factor.The development of high-tech industries and upgrading of our country's high-tech industry's ability to independently innovate is of strategic significance in promoting the strategic adjustment of China's economic structure and maintaining stable and rapid economic growth.This paper used the panel data of 17 industries in China High-tech Industry Statistical Yearbook 2008-2015 from the China High-tech Industry Statistical Yearbook as a sample.Under the conditions of industry absorptive capacity,empirical analysis of different channels(foreign direct investment and international The impact of international technology spillover under trade on the independent innovation capability of Chinese high-tech industry,thereby analyzing the key factors for the improvement of independent innovation capability,and providing ideas and countermeasures for Chinese high-tech industries to more effectively and quickly enhance their independent innovation capabilities.The research results show that the technology spillover from the perspective of foreign direct investment can significantly affect the independent innovation performance of Chinese high-tech industry.This effect is even more pronounced when considering absorptive capacity.The technology spillover from the perspective of international trade has a certain impact on the ability of Chinese high-tech industry to innovate independently.Due to the large technological differences and limited absorptive capacity,this effect usually appears as a negative effect in high-tech industries.Therefore,the international technological spillover resources and the host country's efforts jointly determine the independent innovation performance of Chinese high-tech industry.Based on the empirical results,the paper analyzes the reasons in detail and discusses corresponding countermeasures and suggestions,such as improving self-absorption capacity,implementing a people-oriented management mechanism;improving FDI incentive management policies,cultivating a reasonable competitive market environment,and rationally planning the introduction of high technology.With regard to export activities,enhance independent innovation capabilities;update high-tech enterprise rating systems and achieve industrial refinement management,etc.,in order to enhance the industrial absorption capacity of Chinese high-tech industries and the technological gap with developed countries,in order to further enhance Chinese high-tech industry Independent innovation capability provides meaningful reference value.
