The mold is an important foundation for technology and equipment manufacturingindustry, known as the "mother of all industries”.Mold technology has become animportant symbol of one measure of a country’s level of product manufacturing. While in order to build JiangYou City a southwest China’s moldindustry center，support policies of the Government of the mold industry is essential.On research methods, using literature analysis, field research and policy researchmethod, this paper studies the policies of JiangYou government to support the moldindustry.On one hand, in the theoretical study, by literature analysis mold industrysupport policies for domestic and foreign government, it provides a solid theoreticalbasis for JiangYou city government mold industry support policies, local governmentdecision-making has a huge role in the development of leading industries.On the otherhand, in the empirical research, through interviews and policy research, it analysis thestatus quo of mold industrial support policy of JiangYou city government from theeffects of policies and its problems. Then, it uses the lessons learned from interviewsinto policy consummation, to make policy recommendations, and try to promote theapplication.On research ideas, firstly, all levels of government at home and abroad to supportthe development of mold industry policy position are being theoretical summary.Then,combined with industrial support policy and theory, the two basic premises are putforward. The first is government policy is an indispensable condition for thedevelopment of a regional industry. The second is in normal circumstances, JiangYou city government policy to support the development of mold industry ought to includefive areas, these are industry guidance, financial support, public service, media support,human resources support. JiangYou City, the main support for the mold industry shouldadhere to the market self-regulation, supplemented by government intervention, and thegovernment should be mainly indirect intervention measures.Secondly, it studies the status quo of the mold industry supporting policy ofJiangYou City. Mainly from industry guidance, financial support, public service, mediasupport, human resources support, five areas of JiangYou city government policies andmeasures to support the development of mold industry are analyzed, as well as theeffects of policies. At the same time, it points out the lack of JiangYou municipalgovernment to promote the mold industrial development policy.Thirdly, policies to support the development of mold industry in JiangYou City areanalyzed in two key factors, the content factor and the decision-making factor, laid thefoundation for policy recommendations.Finally, make policy recommendations based on the results of the analysis of thecontent factor and decision-making factor targeted. Jiangyou municipal government shouldpromulgate a supporting policy specifically for the mold industry, including industryguidance, financial support, media publicize, public services, personnel support andother aspects. In the aspect of industry guidance, with the help of the guide by the MoldAssociation, based on the visit and research for the mold industry developed citiesaround the country and the park as well as the peer panel discussion, the Jiangyoumunicipal government should develop a clear development plan for mold industry,defining the industrial development ideas and goals. In the aspect of financial support,reduce the tax deductions in the tax threshold while increasing tax items, expand thescope of the credit support to make loans to support the diversification of means, lower the threshold on the financial support incentives accompanied by efforts to increasesupport. In the aspect of media publicize, in addition to the use of government publicrelations publicity outside, but also actively expand the publicity channels, give fullplay to the media, television, government relations, trade fairs, and other types ofprofessional exhibition platform for the role of public opinion channel. Meanwhile, thegovernment and enterprises should focus on improving advocacy awareness, establishbrand, develop business models, expand regional mold industry in the country’sreputation and influence. In the aspect of public services, encourage small and mediumenterprises are relatively concentrated areas of mold establishment of regionaltechnology centers mold, relying on superior mold companies and universities, researchinstitutes, the establishment of mold design and development center, and further playthe role of industry associations.
