Land is the basis for the development of the city. With the acceleration of China’s industrialization and urbanization process, such as extensive and low efficiency use, ecological environment degradation appear in urban land use. And the contradiction between people and land caused by the rapid expansion of construction land, hinders urban sustainable development. The urban land intensive use has become a important way to relieve the contradiction between supply and demand of urban land. At the same time, the popularity of low-carbon idea makes people deeply realize that impact of urban land use on carbon emissions, the low-carbon use of urban land has attracted wide attention.The intensive and low-carbon use of urban land accords with urban land sustainable use requirements. Taking low-carbon idea into urban land intensive use study is not only extends the study of urban land intensive use, but also because of demands of the "Beautiful China" and "Livable City". It is the foundation of urban sustainable development to evaluate urban land intensive use based low-carbon idea.As a "Two-oriented society" and "Low carbon city" pilot cities, Wuhan city must realize the goal that resource-saving, environment-friendly, and low-carbon development. To explore the road of Wuhan Urban land intensive and low-carbon use, this article combs the low-carbon theory and urban land intensive use research, and takes low-carbon idea into urban land intensive use, defines the meaning of urban land intensive use based low-carbon, then takes wuhan city as a case, discusses the necessity of combination of land intensive and low-carbon use, then analyse the urban land intensive and low-carbon use by adopting the method combining qualitative analysis with quantitative analysis.And on this basis,this article constructs a evaluation index system, and evaluates the level of urban land intensive use based low-carbon idea, then gives relevant policy recommendations. Through research, this article gets some conclusion:(1) the main carbon source is construction land and the main carbon sink is woodland in Wuhan city. The net carbon emission is controlled absolutely by carbon emission. Both of them show a gradual increase, and carbon absorption increase slowly, which means carbon sequestration has lessened. Furthermore, it doesn’t show regularity decoupling state between the level of low-carbon and land use intensive level, that mens they don’t promote each other ever.(2) On the time series, the level of urban land use based on low-carbon in Wuhan city rise with fluctuations from1996-2010. Compared with the reasonable value, the level is low. The state of Wuhan land use is over-extensive use from 1996to2002, and is extensive use from2003to2010. At the layer of evaluation criteria, land use efficiency and land use investment level play leading roles. However, the land use investment level, land use degree, land use efficiency and low-carbon coefficient of land use are behind the reasonable value. At the layer of evaluation index, although most indicators lag behind the reasonable value, individual index up to or better than reasonable value. According to the evaluation result, this article provides the recommendations on corresponding policy, which aims at providing references to promote urban land intensive and low-carbon use, realize the sustainable use of urban land.
