Since the 1980s, global warming has become an issue of common concern, countries working on this hot issue of carbon emissions, low-carbon concept attracted wide attention from the international community to reduce greenhouse gas emissions, the development of low-carbon economy in the global warming, environmental degradation in the background, has become a hot topic. Research shows that the land use/cover change is to make the world’s greenhouse gas emissions increased in the second largest factor, second only to the burning of fossil fuels. Land is the main bearer of human production and life activities, land-use change in the role of a carbon the main bearer of human production and life activities, land-use change in the role of a carbon source to play while playing a role in carbon sequestration, therefore, to take appropriate measures to manage land, control of construction land, rational distribution of land structure, and coordinate land use in the process of economic, social and ecological benefits form the basis of a low-carbon economy.In this paper, under the "society" and "low-carbon city" in the background, for the study of Wuhan City, Wuhan changes in land use structure in 1998-2011 were analyzed separately calculate the net carbon emissions and carbon intensity and analyze their trends; gray correlation model estimates of Land Use Change, respectively, to both carbon emissions per capita carbon emissions, carbon intensity correlation and correlation analysis using Pearson correlation analysis further verification; these results have important combined to construct the evaluation index system of land under intensive low-carbon context, the use of computational analysis and fuzzy evaluation method under the context of land use intensity scores of low-carbon and carbon-intensive use of the land to find the process through the barrier of the model factor; actual utilization of land resources in Wuhan Wuhan carbon land to make a few reference, the main conclusions of this paper are:(1) In recent years, the overall decrease in the number of agricultural land, particularly arable land for drama, the number of construction sites, along with the accelerated process of urbanization and industrialization rising. Wuhan land use exists dramatic reduction of arable land, the structure of the irrational, extensive and inefficient use of land facing serious pollution problems.(2) Carbon emissions Wuhan substantially rise. Among them, the construction site for the main carbon source. Carbon uptake in forest is a major carbon sink; the growth rate of carbon emissions significantly higher rate of carbon sequestration, carbon emissions benefits from carbon sinks to offset the minimal benefits, resulting in a net increase of carbon emissions every year, so for energy conservation Wuhan delay. Slightly undulating net carbon emissions in the individual years, but the overall trend is still upward,2003-2007 Wuhan to accelerate the urbanization process stage, the rapid development of industrialization, efforts to build the infrastructure to bring the intense energy consumption, resulting in net carbon emissions from the rapid growth momentum; 2007 in Wuhan City was listed as "two-oriented" society comprehensive reform experimental zone, Wuhan gradually ease the sharp increase in carbon emissions trend.(3) The use of gray correlation model estimates correlation results showed that carbon emissions and places are the most relevant site traffic, followed by garden; and per capita carbon emissions are associated with the highest garden, followed by woodland; and carbon emission intensity is associated with the highest traffic sites, followed by residential and industrial land. Transportation land, residential and industrial land, including construction sites, construction sites is a major carbon source, carrying most of the infrastructure and real estate construction, this process must be accompanied by high energy consumption, high carbon emissions, and result in increased construction the use of land for the contribution of carbon emissions; garden and woodland as the most important carbon sinks, is the most important way to absorb carbon emissions, carbon emissions and absorbs oxygen along with manufacturing, so it has a high and low-carbon targets associate degrees.(4) Select the level of commitment from the land, land productivity, effectiveness, efficiency of land use, land environmental levels, the extent of land carbon aspects of 20 indicators, the establishment of evaluation index system of land under intensive low-carbon context, AHP and computing intensive use of the land under the carbon background fuzzy evaluation method. Intensive use of the land under the carbon background score was a growing trend, although keeping the growth trend, but the scores of low-carbon intensive degree under the concept is still relatively low; Fuzzy Evaluation Research of Wuhan carbon targets come under intensive land general intensive utilization, which are less intensive land carbon levels. Obstacles to the diagnostic results indicate that both carbon emissions and carbon intensity is the highest obstacle over the years the two factors, both carbon emissions or carbon intensity, are closely related to carbon emissions, we can see the process of urban land carbon emissions problem resolved without delay.
