New rural social pension insurance system, referred to as" the new agricultural insurance", is a farming system promulgated and began by the country in September in 2009. The implementation of this system can quicken the perfection of the endowment insurance system covering urban and rural residents for our country. It can also accelerate the equalization of basic public service process and improve the social fairness and justice. Therefore, the development of this system is very important. The development of this system depends on not only the financial support ability of the central and local government, but also on the local economic and social development level. Of course, it more depends on the demand of the farmers. Some researches indicated that, under the existing institutional supply system, the farmers did not show a higher demand and the ultimate utility of the system was low. Under this backguoud, we must pay close attention to the needs of farmers in the study of the new rural social pension insurance system development. In this paper, the demand of farmers on new rural social old-age insurance mainly lies in two aspects:the one is the willingness of participation, and the other one is the level of payment.At present, with the development of the new agricultural insurance system, academic circles on the new agricultural insurance are studied more and more. The research content is mostly concentrated in the system, but only accounted for a small part in the demand. From this small part of the research situation, current research is showing the several characteristics. Firstly, scholars tend to separately research on the willingness of participation and the level of payment. Secondly, the existing research is mainly focused on the pilot area of the new agricultural insurance. Thirdly, the existing research lessly uses the method of CVM to study the willingness of participation and the level of payment. Above all, the extsting research is mostly concentrating on the pilot areas, and the influence factors of the willingness of participation and the level of payment were analyzed separately. These analysis provides useful suggestions to improve the farmer’s insurance coverage and payment level. However, the study did not grasp the farmers’demand from the overall perspective, also lacked measurement about the pilot area.Based on the existing research results, combined with the public product theory, this article firstly introducs the development of the society old-age insurance system in all countries, and then analyzes the demand of farmers in the new agricultural insurance pilot areas and the demand of farmers in other areas under different government allowance conditions taking Shanxi Province as an example through the use of CVM method, Logistic regression models and the multiple linear regression model. Lastly, this article puts forward the related policy suggestion to the development of the new rural social endowment insurance under the demand.The full text is divided into seven chapters, the research content and the main conclusions are as follows:Study one:the development of the rural social endowment insurance system and the different arrangements to the demand.Firstly, this part analyzes the development of the rural social endowment insurance system in Japan, France, Germany and China. Then this part analyzes similarities and differences of the demand. The similarities show that the insurance objects in different countries have demand, and the initial motive of the system development is the demand. The demand diversity is reflected in the level of demand, the hierarchy of demand, the demand strength and etc. These differences are mainly influenced by national economic development level, population structure, ideology and other factors. Lastly this part analyzes the differences in institutional arrangements in Japan, France, Germany and the enlightenment to our country.Study two:the demand of the new rural social pension insurance.The policy of the new rural social pension insurance in Shanxi province is basically the same as it in our country, but the details make specific provision. The speed of the development of the new rural social endowment insurance system is rapid. The demand of the new rural social pension insurance in pilot areas can be directly observed in the farmer’s participating behavior and level of payment. Through the sampling investigation in Shanxi province, we know that farmers have great demand to the new rural social endowment insurance in Shanxi province, but there are still some problems. Specifically, the participating rate of farmers is high in the sample area, reaching to 86.1%. The pay level is relatively low, mainly concentrating in three grades from 100yuan to 300yuan, in 200yuan and 100 yuan mainly. The result of the calculation to the farmers’actual capacity show that the current payment level is below its actual capacity to pay. The result of the calculation to the pension incomes show that the pension expected income level is low in the level of the current payment and the guarantee ability is very weak.Study three:the influencing factors of the demand of the new rural social pension insurance.On the basis of the study to observed demand such as participating behavior and pay level on the new rural social pension insurance, this part analyzes influence factors of participating behavior and pay level using two yuan Logistic regression models and the multiple linear regression model. The result shows that the participating rate is high and the pay level is low. The major factors effecting farmers’ participating behaviors are the age, marital status, education level, the number of the older, pension consciousness and the participation behavior of the old system, commercial insurance act, the understanding degree of the new system. The major factors effecting farmers’ pay level are annual family income, the quantity of cultivated land, the participation behavior of the old system, farmers’ expected utility and the degree of satisfaction.Study four:the new rural social old-age insurance demand and its influencing factors under the condition of different subsidies.New rural social pension insurance demand of the rural social pension insurance is willingness to participate and willingness to pay in not. The result of the analysis to farmer ’s willingness to participate and willingness to pay in a unpilot area by the contingent valuation method show that found the various government subsidies have a significant impact on willingness to participate, but little impact on willingness to pay. On this basis, the influence factors of different levels of government subsidies to willingness to participate and willingness to pay are analyzed by regression. It is found that the influence factors for different subsidies circumstances are different. Generally, the influencing factors of the farmer’s willingness to participate are the age, cultural degree, farmland areas, the number of peasant, the participation behavior of the old system and pension consciousness. The The influencing factors of the farmer’s willingness to pay are family size, farmland areas, annual family income, commercial insurance participation behavior and the participation behavior of the old system.Study five:policy suggestions on the development of under the guidance of the new rural social pension insuranceBased on the conclusions of the demand of thenew rural social endowment insurance and the system development experiences in different coutries, this part provides some policy recommendations for the development of the new rural social pension insurance system, such as increasing the government subsidy level, broadening the financing channels, extending the payment period, increasing the publicity of government,and etc.
