As the global climate change seriously affects the natural environment and human society, a new model of economic development with limiting greenhouse gas emissions, low energy consumption and low pollution, the low-carbon economy, is becoming the hot spot of concern by the international political, economic, technical, financial and business communities. In order to cope with the global warming trend, Countries have taken the appropriate measures to promote the development of low-carbon economy.Low-carbon economy index system is used to measure the level of the development of low-carbon economy. Currently, the domestic and international research on low-carbon economic indicators is still at the exploratory stage. In China, there are many indicators used to measure the development level of low-carbon economy, but not many of them can really be applied, and nor with any authority.The low-carbon economy index system, as a tool to support government in decision-making, to advise enterprise in business development, and to guide public in promoting low-carbon life, needs to have sufficient sensitivity and effectiveness. The pros and cons of the indicators reflect these characteristics. By assessing the pros and cons of low-carbon economic indicators, a set of advantages and disadvantages of the system can be identified, and the index system can be improved based on the findings. But there is a lack of objective assessment method or tool to evaluate the index system of low-carbon economy, which can analyze the indicators systematically from the point of the scientific and standardized view.Therefore, this paper tries an attempt in this regard, proposing an evaluation method of low-carbon economy index system preliminary, and contributing to the improvement of the index system for low-carbon economy as well as the development of low-carbon economy.Firstly, the thesis introduces the overall situation of the low-carbon economy index system, and proposes a measure to evaluate the low-carbon economy based on expert views. Secondly, according to the analysis of the index system, this paper proposes an assessment method on index system of low-carbon economy, from the five principles, namely, comprehensiveness, effectiveness, relevance, applicability and forward-looking. Thirdly, the paper selects a set of low-carbon economy index system for a case study, then improves the system based on the empirical analysis of the results, and proposes a new set of low-carbon economy index system. Further, in order to verify the feasibility of the proposed method, the paper evaluates the low-carbon economy of Hebei by applying the new system and the original example, analyzes whether the results of evaluations conform to the faet by the spatio-temporal way (use GIS technology). Lastly, the paper concludes that the new system is indeed better than the original one, and is feasible and applicable.There are three innovation points in the dissertation. First one is developing an assessment method on index system of low-carbon economy, which is firstly proposed. The second one is that the paper proposes a set of new low-carbon economy index system based on the case analysis. And the last one is that the paper makes a detailed spatio-temporal analysis for the low-carbon economy of Hebei by GIS.
