Global warming caused by mass emissions of greenhouse gases due to excessive consumption of fossil fuels has been caused extensive concern in the world wide. The continual rise of global temperatures causes frequent natural disasters, and even threatens the survival of mankind. Therefore, in order to slow down climate change and ensure the sustainable development of human society, it is urgent to reduce emissions of CO2 and develop a low carbon economy. When the development mode of low carbon is irreversible in economic and social development in the future, how to develop it specifically is becoming an especially important matter. In order to promote low carbon economy, it is necessary to build a reasonable, flexible and practical low carbon economy evaluation system to find out the main trouble in the development process and provide a useful theoretical support for the management and decisions of it.This paper mainly includes four parts as follows:The first part (Chapter 1:the Introduction), mainly analyses the background, significance, existing researching area, the major content of study and the innovation of this paper.The second part (Chapter 2:Theoretical Overview), this section reviews a related theory of low carbon economy and evaluation index, including the background, connotation, theoretical foundation, and makes a preparation for the establishment of the evaluation index system in the following parts.The third part (the third, the fourth and the fifth chapter), this part is the main body of this paper, based on the review of the relevant theories, it builds an evaluation system model (DPSIR-AHP model) adapted to China's regional low carbon development by bringing in the DPSIR model in combination of AHP model. The evaluation model is made up of five subsystems namely the driver (D), pressure (P), state (S), influence (I), response (R),and each subsystem has certain indexes with 40 in total. Then it uses the analytic hierarchy process (AHP) and entropy method for empowerment in order to reflect objectively and comprehensively the overall low carbon economy development. Through the above evaluation system, this paper analyses the low carbon development in Jiangxi empiricically, and gives a general evaluation. Finally, based on the specific situations in Jiangxi province, the author puts forward a further development strategy and advice for Jiangxi low carbon economy.The fourth part (Chapter 6:the conclusions and countermeasures). On the basis of the previous part, this section makes a summarization, and puts forward the insufficiency in this paper and provides the possible research direction in the future.
