Since the Land Development Center in mainland,as the first land banking institute developed in Shanghai,1996, many cities carried out a lot of exploration. According to statistics, Now there are more than250cities have established various types of land banking institute in China. Currently Land reserve institutions established not only conducive to the effective allocation of urban land resources, but also conducive to the norms of the land market and the economic development of the city. But the emergence of any one thing has advantages and disadvantages, the land reserve mechanism is the same, so how to evaluate the objective value of the things and make relevant recommendationsis fairly and reasonablely are very important.Therefore, establishing and improving the land reserve system and developing better evaluation system and operational mechanism for the effect of evaluation has become a topic worthy of further study.This study describes the research background and significance, and provides an overview of the emergence and development of land reserves, the concept and connotation of the operating mode and operational procedures, the land reserve evaluation and significance at home and abroad, based on the large number of documents on the basis of evaluation of land reserves. This paper consists of six main aspects:the potential of land reserves evaluation, suitability assessment, performance evaluation, project evaluation, risk assessment and planning evaluation,and have a summary of land reserves evaluation, assessment principles, contents, methods. On this basis, emphasis introduction the land reserve system running effect evaluation, including the purpose of the evaluation, technical route, principles and methods, and for Jiujiang Economic Development Zone a example, the effect of its implementation were evaluated.Jiujiang Economic Development Zone Land Reserve Center was established in June2008, Through analyzing the land reserve mechanism run effect collate of the2008-2011annual, there have a better the results of Jiujiang Economic Development Zone land reserve mechanism. In the land market regulation, the comprehensive evaluation score is58.235, urban economic development, comprehensive evaluation score is52.581, the fair allocation of benefits, the evaluation score is44.698,so land reserve mechanism running on land level market play a macro-control role, while promoting the development of the urban economy and increasing fiscal revenue, and Jiujiang Economic Development Zone land reserve mechanism running increasingly prominent, increasingly evident as time goes by, the land reserve mechanism running effect evaluation score is67.6792011in2011, more than three times in2008,So, under the joint efforts of the staff of Jiujiang Economic Development Zone the Land Reserve Center, the land bank work will be carried out better But there are some problems in the implementation process:a certain area of land, idle land bank fair and effective is not obvious; the annual interests of the land reserve uneven land purchasing and storage margin unreasonable distribution, land utilization is not high, the land reserve planning purposes single, fair allocation efficiency is not obvious.Finally, analysis of previous instance of the exposition of the evaluation system of land reserves and Jiujiang Economic Development Zone, the perfection of the land reserve mechanism put forward a few suggestions:1. Increasing the preliminary land development and consolidation efforts;2.Establishing a regional early warning mechanisms for the supply of land reserves should;3.Giving full play to the government’s ability to govern and improving their management capacity of the land market;4. Correct understanding the relationship of the land bank market and the real estate market;5. Broadening the financing channels of the land reserve to strengthen the ability to guard against the risk of land reserves;6. Ensuring a fair, efficient for the the land price mechanism;7. Having a reasonable, phased allocation of the land bank;8. Ensuring fairness of the land bank more effective.
