The paper according to thecontradiction between construction task and urban high speed development, provides away to design construction assessment index system. Compared with the traditionalhigh-standard basic farmland, it not only carrying the ensurance of Foodstuff Security inChina, but also the functions of Landscape Pattern and ecological conservation. And itbecomes High-end, High Efficient, Ecological and Safety.In the basis of summary on present research about basic farmland and its constructand valuate. Regarding the High-standard Basic Farmland in urban area subject, using thearcgis, which has the capability of space modeling. There were3aspects separately fromnatural endowment, basic condition and the conditions of regional environment, structurethe comprehensive index evaluation and analysis. A series of achievements as follows:(1)The paper defines the high-standard basic farmland in urban area, throughcollecting and analysis on spatial data, social economic data and document, get the natural,social, economic data and characteristics of the land use. The analysis results show that:Haidian District superior natural conditions, rapid economic development, has entered acritical period ecological landscape construction; the mainly land use is construction land;agricultural land accounted for41.49%, the arable land accounts for only12.21%ofagricultural land, mainly distributed in the northern region of Haidian District.(2)In this study, a high standard of basic farmland construction index, determiningweight, model construction as the main line, construct the metropolitan area of highstandard farmland construction evaluation index system. In the index selection, mainlyuses the macro analysis, investigation and literature synthesis, totally select9indexes, andthe use of forward, reverse index standardization method unified index data; through theDelphi expert scoring method, conducted two rounds of scoring, choose17experts in landmanagement, irrigation and water conservancy, soil science, ecology etc. Ultimatelydetermine the weight of each index, at the same time the indexes classification andassignment, then constructs a set of "natural resources-foundation-regional environmentalconditions" comprehensive evaluation system. The model of the combined systemis, and its weight ratio varies with the service of the different factors.(3)The research on Beijing city of Haidian District as a case study, developing the empirical analysis about the comprehensive evaluation system of urban area, which of highstandard farmland construction. Starting from the special geographical location,determining indexes weight, the ratio is0.25:0.35:0.40. According to the ratio, establishthe Haidian District "natural resources-based conditions-environmental conditions in theregion " comprehensive evaluation system, using the arcgis, which has the capability ofspace modeling, to get the comprehensive evaluation results. According to the equalinterval method, divide the evaluation results into5points interval,get the finally results ofevaluation interval.
